The Assault on Hyde and Family: FY 2022 House Appropriations Update

Last week, the Democrat House Majority rammed through a federal budget stripped of all longstanding pro-life protections, including the Hyde Amendment. This tone-deaf political ploy effectively wrote a blank check to the abortion industry at home and abroad, leaving American taxpayers with the tab. Since the poisonous package is likely unpalatable in the Senate, the upper chamber is left to its own devices to avert a fiscal cliff and government shutdown.

H.R. 4502, a seven-bill package for FY 2022 appropriations, included the Labor, Health and Human Services, and Education Appropriations (LHHS) Act and Financial Services and General Government Appropriations (FSGG) Act. LHHS blatantly excluded Hyde, a prohibition on taxpayer funding of elective abortion through Medicaid and Medicare disability, and the Weldon Amendment, a conscience protection prohibiting government discrimination against healthcare entities that refuse to provide or pay for abortions. To justify the Democrats’ position, House Appropriations Chairwoman Rosa DeLauro (D-Connecticut) condemned the last 45 years of bipartisan agreement to include Hyde as “a mistake.” FSGG repealed other members of the family of protections:  the Dornan Amendment, a ban on the use of local and federal funds for abortion services in Washington, D.C., and the Smith Amendment, a ban on funding for elective abortions through the Federal Employee Health Benefits (FEHB) program.

During House floor debate, Rep. Tom Cole (R-Oklahoma) offered a motion to recommit (MTR) H.R. 4502 that would have restored the Hyde, Weldon, Dornan, and Smith Amendments—all of which were removed from the underlying bill in committee. The measure failed by a vote of 208-217. You may view the MTR roll call here to see if your member stood strong for life. H.R. 4502 eventually passed the House on a party-line vote of 219-208. H.R. 4373, the FY 2022 State and Foreign Operations Appropriations Act, aimed to make abortion our nation’s top export overseas. The bill eliminated the Helms Amendment, a ban on international aid from funding abortion as a family planning method. The legislation also weakened application of the Kemp-Kasten Amendment, a prohibition of federal funding to organizations or programs that, as determined by the President, support or participate in a program of coercive abortion or involuntary sterilization. Furthermore, CWALAC opposed drastic increases in funding for the United Nation’s Population Fund, a known supporter of China’s forced abortion and sterilization regime, and International Family Planning, a slush fund for Planned Parenthood after recission of the Mexico City Policy. H.R. 4373 passed the House by a vote of 217-212, with four Democrats joining Republicans against. You may view the roll call here. CWALAC scored against the bill and in favor of two amendments to eliminate new pro-abortion funding, both of which failed.

Now, we turn to the Senate to preserve decades of bipartisan consensus to protect the sanctity of life and Americans’ right not to fund its destruction. CWA Submits Amicus Brief on Your Behalf

We are proud to let you know that today, Concerned Women for America (CWA) submitted its amicus brief before the United States Supreme Court in Dobbs v. Jackson Women’s Health Organization, a case challenging the constitutionality of a Mississippi state law that places strict limits on abortions after 15 weeks.

CWA cherishes the opportunity to address the nation’s highest court on such an important topic that has caused so much pain to women, the more than 62 million babies lost to abortion since Roe v. Wade, and to the country.

We asked the Court to take an honest look at its abortion jurisprudence. It is time for the Justices to come clean and acknowledge what we all know: that the Court-created right to abortion has no basis in the Constitution, and states should be free to enact reasonable legislation that reflects the values of its citizens and the full range of interests at play when it comes to abortion.

We asked the Court to reclaim its impartiality as jurists. When it comes to abortion, many judges, like Judge Reeves at the district level in this case, have become advocates for a particular group of women, those who are pro-abortion—ignoring the majority of women who are for strict restrictions on abortion.

In this case, the lower court would not even allow the state to offer evidence of its compelling interest in women’s health. It declared it irrelevant. Our brief makes clear that women’s health should never be irrelevant in the abortion context, no matter the stage of pregnancy.

I think that is something all women—all Americans—believe.

The bottom line is CWA’s brief affirms the dignity of every woman’s life, including unborn women. That’s something we are proud to stand for; pro-life is pro-woman!

Here is a quote from our brief:

“The hundreds of thousands of women amicus represent want to stress that women do not need abortion as a measure of equality. Women have intrinsic dignity and value, regardless of abortion public policy. The fact that men do not give birth is not something they see as a flaw but a feature of the beautiful way women are created—the imago Dei. Being mothers is not to women’s detriment, despite its many challenges. Women celebrate the diversity of our Creator and therefore affirm our dignity, aside from abortion. Amicus affirms the dignity of every woman, including unborn women.”

We ask the Court to restore the dignity of women and the unborn, and concluded saying plainly, “the Court’s fundamental problems in this area of law go all the way back to Roe and Doe. To fully vindicate the constitutional principles involved requires reversal.”

The Day That Changed the Course of History Forever

A few short months ago, President Joe Biden sent a message to the American people. He said, “If we do this together, by July the 4th, there’s a good chance you, your family, and friends will be able to get together in your backyard or park and celebrate Independence Day.”

This message came from the sitting American President – not a monarch, not a king. How far have we fallen from our founding as a nation whenever the sitting President feels he can dictate what Americans can and can’t do? Let alone on the very day we celebrate our independence.

Ahead of Independence Day 1776, our Founders launched not only a revolution in government but a revolution in the pursuit of justice, equality, liberty, and prosperity.

On July 4, 1776, our Founding Fathers signed the Declaration of Independence enshrining the divine truth that would change the world forever: “That all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness.”

This bold declaration would change the course of world history and cement the very foundations of America– the truth that what God has given us can never be taken away by government.

Today we celebrate this important foundation of our great nation and are reminded of the importance of remaining grounded in this truth. We are in a battle for the soul of this nation and will continue in the fight to preserve its freedoms for generations to come.

Let this serve as your reminder that you never need anyone’s permission to celebrate the birth of American independence, a notion that undoubtedly would sicken the men who gave their blood for this nation in those early years.

President John Adams once said this day “ought to commemorate as the day of deliverance by solemn acts of devotion to Almighty God.”

Amen, President Adams.

A Special Easter Message from Penny Nance

During this Holy Week, I have been reminded of the intentional purpose of God – of the plans He lays out for His creation well in advance of the times and seasons. Sometimes these plans are embodied in tombs, as our Savior’s was, awaiting the resurrection joy of Easter.

From the beginning, God had a plan for humankind, male and female; He called them “very good.” He had a plan for His people – those He would call His children and draw to Himself. He had a plan for those who would receive Him and those who would reject Him. He had a plan that centered on His coming into our world to seek and to save the lost.

“For God So loved the world that He gave His only Son. That whoever believes in
Him shall not perish but have everlasting life. For God did not send His Son into
the world to condemn the world, but to save the world through Him.” John 3:16-17

Even today, for us here in America, His purposes remain true and His plans undeterred.  Though 2020 was a difficult year for many of us, the celebration of Easter reminds us of the hope we have in Christ.

Here at Concerned Women for America (CWA), we are holding on to that promise, standing on the firm foundation of God’s truth.

So, we invite you to celebrate with us this Easter. He lives!

Let us then not be bogged down by the darkness around us but let us walk in the light of Christ. Let us press on in faith, prayer, and purposeful action with the full knowledge that He is able to do infinitely more than we can ask or imagine.

May this Easter fill you and your family with joy and peace as you trust in Him.

“Equality Act” Exposed:  Vulnerable Women and Children Lose
House Democrats Ram Vote to Avoid Scrutiny

Washington, D.C. – Penny Nance and Concerned Women for America Legislative Action Committee (CWALAC) joined Sen. Mike Lee (R-Utah), Rep. Vicky Hartzler (R-Missouri), Rep. Debbie Lesko (R-Arizona), and organizations from the left and the right to expose the dangerous effects of the Equality Act before tomorrow’s House vote.

In a virtual rally hosted by the Family Policy Alliance, all were clear: the “Equality Act” will do away with women’s-only sports and locker rooms, safe spaces for vulnerable women in prisons and domestic violence shelters, and jeopardize parents’ jurisdiction over their child’s education and health care. The “Equality Act” is dangerous for our country.

Penny Nance, CEO and President of Concerned Women for America LAC, issued the following statement:

“Democrats are rushing the deceptively-named Equality Act for a vote because they fear the truth if their radical gender ideology is exposed. The media and Big Tech are giving them cover, devoting no attention to its dangerous and far-reaching implications. Amazon is banning books revealing its harms.

“The gender ideology of the elitist left erases the ability to differentiate between men and women and denies the harm this inflicts on women and children. Democrats should fear any examination of the real impact of the “Equality Act” because Americans reject its destructive agenda.

“This bill is not about equality; it is about imposing a new form of discrimination against women and all who believe in the basic truth and dignity of our creation as male and female. Women’s rights to safety, privacy, and conscience are abandoned under this bill. Vulnerable women in prisons and violence shelters have nowhere to be safe when any male claiming identity as a woman can occupy our spaces.

“Under the so-called Equality Act, women will lose female protected status in bathrooms, dressing rooms, locker rooms, and women’s shelters. Women will lose opportunities for scholarships and contracts.  Female athletes will lose their place on the podium in unfair competition. Children will face interrogation about their “gender identity” by educators and doctors and prescribed cross-sex hormones based on their self-declared identity regardless of parents’ concerns.

“The vast majority of America is united against government-coerced gender ideology and the harms that will result from the Equality Act.  Congress must reject it.”

Self-Proclaimed “Unifier” Breaks with Vast Majority of Americans Who Support Restrictions and Oppose Using Tax Dollars for Abortion

Washington, D.C. – On the eve of the 48th annual March for Life recalling the devastating impact of abortion in America, President Biden issued actions proving his intent to make abortion promotion a central pillar of his agenda. Biden immediately rescinded the Mexico City Policy, which prohibits U.S. funding for international organizations that promote or perform abortions, and directed the Secretary of HHS to take immediate action regarding Title X regulations that prohibit domestic organizations receiving family planning grants from including abortion as a method of family planning. Biden’s actions come on the heels of an annual nationwide poll that proves the vast majority of Americans, including a majority who identify as “pro-choice,” support significant restrictions on abortion and oppose taxpayer funding of abortion.

“President Biden has unmasked his intention to be an abortion extremist and to promote abortion as a centerpiece of his “healthcare” agenda, proving his claim to be a unifier is nothing but a farce. “Right out of the gate, President Biden has rescinded the Mexico City Policy, which means our U.S. government will start funding the international abortion industry, including International Planned Parenthood, to the tune of $100 million or more in the coming years.

“Even further, the Biden-Harris Administration has already pledged to repeal the Hyde Amendment and codify Roe v. Wade. We can’t allow that to happen.  Abortion is not health care – it is the exact opposite. Health care does not kill. Pre-born babies are at our mercy to defend their lives.

Political Revenge Impeachment Not Good for the Country

Washington, D.C. – This evening, House Speaker Nancy Pelosi (D-California) and House Democrats will formally transmit the article of impeachment against former President Donald J. Trump to the United States Senate. House impeachment manager Rep. Jamie Raskin (D-Maryland) is expected to read the article of impeachment on the Senate floor at roughly 7:00 p.m. Eastern Time.

Penny Nance, CEO and President of Concerned Women for America Legislative Action Committee (CWALAC), had this to say concerning the prospect of a political impeachment trial in the U.S. Senate:

“At a time when the country needs healing and reconciliation, the Democrats’ insistence on this constitutionally dubious political assault on a former president and his approximately 74 million supporters is unconscionable.

“There are serious issues that require immediate congressional action—from the pandemic to the economy to our national defense. That Democratic leadership finds it appropriate to waste the country’s time on yet another attempt at getting their political nemesis, Donald Trump, shows what little regard they have for the public’s needs. They are willing to inflict further damage on our frail national social fabric in order to get their political revenge.

“Senators from both sides of the aisle should consider what is best for the country as they proceed. They should not risk the nation’s long-term welfare for petty political resentment. They should put an end to this impeachment charade and move forward with the people’s business.”

Statement from Penny Young Nance, CEO and President of Concerned Women for America:

“As women who stand for what it means to be female created in God’s image and bearers of human life, Concerned Women for America (CWA) is grieving today on the 48th anniversary of Roe v. Wade.

“This week, Joe Biden took his hand off the Holy Bible at his swearing-in and within hours began a full out assault on women and human life as president. It is only the beginning of his promised actions to erase women and force taxpayers to finance the killing of unborn babies, underscoring the dark consequences of this election.

“With the stroke of a pen, President Biden ordered federal agencies to replace the meaning of sex with “gender identity,” allowing any male to claim status as a woman. Let me be clear, CWA will never accept the identity theft of female dignity. We will actively oppose this policy along with every real feminist in America.

“Biden’s radical gender policy eviscerates protections for women in domestic violence shelters, prisons, and locker rooms. His order aims to repeal Title IX, a civil rights law enacted 48 years ago to advance women’s equal rights in education and athletics. Biden’s mandate rejects a sex-based standard in women’s sports, even though poll after poll shows 75-80% of Americans oppose allowing biological males to compete against female athletes in women’s sports.

“With equal audacity, President Biden dispatched Dr. Anthony Fauci to the World Health Organization to preview his aggressive abortion agenda. Dr. Fauci announced the repeal of Mexico City Policy, which prevents taxpayer funds from being used to promote abortion as women’s health care overseas – a restriction 75% of the American people support. Of all people, Dr. Fauci should be unifying the country to fight COVID-19, not doing Biden’s bidding to promote a culture of death.

“Biden has nominated an abortion radical, Xavier Becerra, to be Secretary of Health and Human Services.  As California’s Attorney General, Becerra aggressively sued the Little Sisters of the Poor and other states for their laws to limit abortion. Biden has promised to repeal Title X regulations and the Hyde Amendment, forcing American taxpayers to fund the destruction of innocent human life on demand, despite the fact a majority of Americans oppose these repeals.

“Unity is clearly not the objective of the Biden Administration. Americans should be shocked and appalled by the deeds this President has done to divide this country in just his first hours in office.”
