As Pennsylvania families send their children back to school, there is an important opportunity to expand educational choices for students across the Commonwealth.
Gov. Josh Shapiro (D) can expand educational opportunities for Pennsylvania families by participating in the Federal Scholarship Tax Credit program. If Pennsylvania participates, the program could make an estimated $500 million in additional scholarship funding available to families beginning in 2027.
These scholarships could help families pay for private school tuition, tutoring, educational materials, after-school programs, and other learning opportunities. For students who are struggling in their current educational setting, access to these additional resources and options could make a meaningful difference.
Recent polling from the Commonwealth Foundation shows that 71% of Pennsylvania voters support opting our state into the Federal Scholarship Tax Credit program.
Pennsylvania already has a strong foundation through its EITC and OSTC scholarship programs, which provided more than 100,000 K–12 scholarships in 2023–24. Now, Pennsylvania has an opportunity to build on that success. Participation in the federal program would provide another avenue for families seeking educational opportunities that best meet their children’s needs.
