Concerned Women for America Applauds U.S. Department Of Education’s Finding That UPenn Violated Title IX, Praises Administration’s Defense Of Women’s Rights

Washington, D.C. – Concerned Women for America (CWA) celebrates the U.S. Department of Education’s Office for Civil Rights (OCR) finding that the University of Pennsylvania (UPenn) violated Title IX by allowing biological males to compete in women’s sports and access women-only facilities. This landmark decision, announced today, validates CWA’s relentless advocacy found here, and here against UPenn and underscores the Trump administration’s unwavering commitment to protecting women and girls.
“Today’s ruling is a triumph for every woman who deserves fairness and safety in sports,” said Penny Nance, CEO and President of Concerned Women for America. “We commend the Trump administration for its swift actions to uphold Title IX and for working to hold UPenn accountable for its flagrant violations. Unlike the Biden administration, which ignored the discrimination faced by female athletes, President Trump is restoring justice. Little girls aspiring to athletic greatness can now look to heroes like Riley Gaines with hope. The Trump administration’s resolve sends a powerful message: no institution can violate federal law and strip women of their rights without facing consequences.”
The OCR found UPenn’s policies, including allowing Lia Thomas to compete on the women’s swim team, denied female athletes equal opportunities on the basis of sex as required by Title IX. Athletes such as YWA Ambassador Kylee Alons, Riley Gaines, and Paula Scanlan exposed the hostility and unfairness, with Alons changing in a storage closet for privacy and Gaines denied a trophy despite tying with Thomas.
The OCR’s Resolution Agreement orders UPenn to commit to Title IX compliance, restore female athletes’ records and honors, and apologize for sex discrimination within 10 days, or face U.S. Department of Justice referral and loss of federal funding.
The Trump administration’s actions, including executive orders defending women from gender ideology and “Keeping Men Out of Women’s Sports,” reinforce Title IX’s intent, aligning with CWA’s principles of sexual morality, family, and opposition to tyranny by protecting women’s dignity. Concerned Women for America urges UPenn to comply with the OCR and calls on Americans to support this fight for justice.
