2019 Maine Legislative Wrap-Up: The Wins and the Losses

To begin, I want to thank every one of you who answered the call to action during this legislative session. We had so many issues in which to take a stand. There were sweet victories and major losses – and we are grateful that you walked alongside Concerned Women for America (CWA) of Maine through prayer and action throughout the entire session. I can’t tell you how many legislators have commented that they have never seen so much public participation as they witnessed this year.  I pray we have awakened the sleeping giant!

Samuel Adams said, “It does not take a majority to prevail … but rather an irate, tireless minority, keen on setting brushfires of freedom in the minds of men.”

Below is the status of the bills CWA of Maine actively worked on in 2019, the first half of the 129th legislative session.

  • D. 37 “An Act to Allow for the Sale of Nonprescription Drugs through Vending Machines.” CWA of Maine opposed.  The bill passed.
  • D. 94 “An Act to Prohibit the Dissemination of Obscene Material by Public Schools.” CWA of Maine supported.  The bill died in committee.
  • D. 141 “An Act to Promote Highway Safety by Restricting the Use of Marijuana and Possession of an Open Marijuana Container in a Vehicle.” CWA of Maine supported. The bill did not move but could be brought up again next year.
  • D. 185 “An Act to Provide a Method for a Student to be Excused from Standardized Testing.” CWA of Maine supported.  The bill died in committee.
  • D. 326 “An Act to Decriminalize Engaging in Prostitution.” CWA of Maine opposed. The bill died in committee.
  • D. 396 “An Act to Support Justice for Victims of Sexual Assault by Increasing the Time Sexual Assault Forensic Examination Kits Must be Stored.” CWA of Maine supported. The bill passed and was signed by the governor.
  • D. 433 “Resolution Proposing an Amendment to the Constitution of Maine to Explicitly Prohibit Discrimination Based on the Sex of an Individual.” This is a state-level Equal Rights Amendment. CWA of Maine opposed. The bill passed.
  • D. 820 “An Act to Prevent Discrimination in Public and Private Insurance Coverage for Pregnant Women in Maine.”  CWA of Maine opposed.  The bill passed and was signed by the governor.
  • D. 1025 “An Act to Prohibit the Provision of Conversion Therapy to Minors by Certain Licensed Professionals.” CWA of Maine opposed.  The bill passed and was signed by the governor.
  • D. 1261 “An Act to Authorize Certain Health Care Professionals to Perform Abortions.” CWA of Maine opposed.  The bill passed and was signed by the governor.
  • D. 1313 “An Act to Enact the Maine Death with Dignity Act.” CWA of Maine opposed.  The bill passed and was signed by the governor. 

Please take note and then take action! 

Elections have consequences for life, family, and religious freedom.
Take time to review the voting record of your state legislators (see #2 on how to) on the bills listed above and then contact your legislators thanking them for votes that supported life, family and religious freedom or expressing concern on votes that expanded abortion rights, attacked the family and took aim on religious freedom. Be sure to let them know you are a member of Concerned Women for America of Maine.

  2. Information on each bill may be found on the Maine Legislature’s website here.  Simply type the bill number in the white box and click Search. You will then be able to read the bill, how the legislators voted, testimonies given on the bills, and more.
