Concerned Women for America (CWA) of Pennsylvania is strongly calling on you to take immediate action. This week, the Pennsylvania House is advancing a package of so-called “hate crimes” bills.
If passed, these bills could open the door for individuals to claim—and courts to interpret—that simply expressing sincerely held beliefs is “intimidating” or constitutes a “threat.” This shifts the law’s focus away from punishing criminal conduct and toward regulating perceived intent and viewpoint.
Here’s what’s at stake:
- HB1902 – Expands civil liability for alleged “hate-based” conduct, potentially allowing individuals to file lawsuits based on perceived motivation rather than clear criminal behavior. This could increase legal exposure for speech or actions interpreted as offensive.
- HB1903 – Broadens the scope of investigations by allowing authorities to act on subjective or loosely defined claims of “intimidation” or bias, lowering the threshold for initiating legal scrutiny.
- HB1904 – Requires courts to consider “bias motivation” in sentencing and mandates additional training or educational requirements tied to “hate” convictions, introducing ideological considerations into judicial outcomes.
- HB1905 – Enhances criminal penalties when an offense is deemed to be motivated by bias, relying in part on perceived intent, which may be difficult to define or prove consistently.

- Contact your state representative here and urge them to vote NO on this package of hate crimes bills. Make sure to let your representative know you are being updated by Concerned Women for America of Pennsylvania.
