Doreen Denny: Planned Parenthood Chose to Give up Federal Funding – It wasn’t Forced out of Title X Program

CWA’s Senior Director of Government Relations, Doreen Denny, wrote an op-ed featured on FoxNews.com about Planned Parenthood’s recent decision.

“Planned Parenthood claims it was “forced out” of the federal Title X family planning program by the Trump administration. Hardly. The choice to exit was Planned Parenthood’s alone.

Title X is the federal program that provides access to contraceptive services, supplies and information. Priority goes to serving low-income individuals.

When the law was enacted in 1970, Congress prohibited funds from going to promote or perform abortion as a “method of family planning.” That requirement has never changed.

Rules prohibiting abortion were bent and unenforced under previous administrations. President Trump determined to realign Title X regulations to uphold federal law. The new rules were finalized in March after a public comment period that gave Americans the chance to weigh in.”

Planned Parenthood Withdraws From Title X Program Over Trump Rule

CWA’s Senior Director of Government Relations, Doreen Denny, was featured on NPR discussing Planned Parenthood’s withdrawal from Title X family planning program.

“Planned Parenthood is leaving the federal Title X family planning program rather than comply with new Trump administration rules regarding abortion counseling.

The new rules issued by the U.S. Department of Health and Human Services earlier this year prohibit Title X grantees from providing or referring patients for abortion, except in cases of rape, incest or medical emergency.”

CWA to Planned Parenthood: Choice is in Your Court, Not 9th Circuit’s

WASHINGTON, DC – On Monday, August 19, 2019, the U.S. Department of Health and Human Services must receive plans from Title X grantees, including Planned Parenthood, proving how they will comply with new rules to uphold long-standing federal law. These rules require full financial and physical separation of Title X funds from abortion services and bar abortion referrals in order to fulfill Congressional intent prohibiting abortion as “a method of family planning.” The rules also require grantees to report any evidence of sexual abuse or sex trafficking in accordance with state law, rules that are needed to combat documented cases of Planned Parenthood’s complicit actions shielding sexual abuse and sex traffickers.

Doreen Denny, Concerned Women for America Legislative Action Committee’s Senior Director of Government Relations, responded to Planned Parenthood’s high-profile threat to pull out of the Title X program barring a court-ordered injunction:

“Planned Parenthood has no entitlement to federal funding, and they apparently have no plans to comply with federal rules either.  For years, Planned Parenthood has skirted federal law to promote its abortion business on the backs of the American taxpayer. If Planned Parenthood truly cared about promoting health, it would stop peddling abortion and start supporting women. Planned Parenthood’s threat to withdraw from the Title X program proves one thing: health care is not their primary business; abortion is. The choice to comply is in Planned Parenthood’s court, not the Ninth Circuit’s.”


Legislative Update from Augusta

Right now, in the Maine legislature we are facing:

• Taxpayer-funded abortion and mandated abortion coverage in health insurance policies – L.D. 820.
• A ban on conversion therapy that helps individuals who are struggling with sexual confusion – L.D. 1025.
• Physician-assisted suicide – L.D. 1313.
• An Equal Rights Amendment that would expand abortion and LGBTQ special rights – L.D. 433.

Every one of these bills has grave consequences and are making their way through the Maine State Legislature. They have either had public hearings, work sessions and/or been voted out of committee. Concerned Women for America (CWA) of Maine has attended and given testimony on every bill in unison with a handful of other outstanding pro-family organizations.
Lives are at stake as well as our rights and freedoms. We must act now! It’s imperative that you contact your legislators today and urge them to oppose all four bills. If we know and do nothing to stop it, we are guilty as well. (Proverbs 24:11 – 12)

Take Action:
1. Please e-mail your legislators, so you have a written record of your communication AND then call them to talk to them personally. These pieces of legislation are so important that your lawmakers need to hear from you in more than one way and more than one time. Find your Senator and your  Representative both listed alphabetically by town. Let them know you are a member of Concerned Women for America of Maine.
2. Please call or e-mail me and let me know the responses you receive from your legislators, so I know better who to thank and who to lobby further. This will be very helpful.
3. Please forward this e-alert to friends and family and ask them to do the same.

L.D. 820  mandates taxpayer-funded abortion for MaineCare patients of low income, and also mandates insurance companies include abortion coverage in their healthcare plans. Abortion is not health care; it’s murder.
L.D. 1025 would ban conversion therapy to minors with sexual confusion. The bill mandates the encouragement of the homosexual lifestyle. The proposed legislation is an assault on a patient’s right to obtain the professional help they are seeking for unwanted attractions. The state would be inappropriately intruding in private counseling situations – counseling that has helped thousands achieve the goals the patient is seeking. Denying this therapy, which has had well-documented success, is not the role of government.
L.D. 1313, the physician-assisted suicide bill, purports to end life with dignity. Taking large dosages of pills over a period of time, without doctor participation or care, and possibly forcing heirs to carry out this regiment, is not dignity. Though end-of-life care is available, the death culture is pushing this horrible practice on us for the ninth time in the Maine Legislature. We have said “no” the past eight times and must do so again!
L.D. 433, the state-level “Equal Rights” Amendment, promotes abortion, LGBTQ rights, and more. We have lobbied legislators on the truth of this bill, and there is much more work to be done. It came out of committee as a divided report which means it will go before the House and Senate for a vote, and if passed it will go to the governor who will sign it. This bill must be stopped. You Showed Up and it Made a Difference! Wonderful Turnout Wednesday!

You Are Needed Again

Last Wednesday’s press conference in opposition to L.D. 820, the taxpayer-funded abortion bill and mandate to insurance companies to cover abortion, was a huge success because you showed up! You showed up on location, and you showed up by contacting your legislators. Lawmakers do take notice when you are willing to take time off from work to come to Augusta to take a stand on a bill.

The Health Coverage, Insurance and Financial Service Committee held a hearing-only on L.D. 820. CWA of Maine testified in opposition to the bill at the hearing. You can read our testimonies here and here. There is now a work session on the bill scheduled for Tuesday, April 2. The committee will vote whether or not to send the bill to the House and Senate for a vote.

Action Item:

  • Contact your legislators and politely ask them to oppose L.D. 820.  To find your lawmakers by the town you live in, click Representative and Senator. Be sure to let them know you are a member of Concerned Women for America of Maine.

There is still more work to do!

Paul told the church of Corinth in 1 Corinthians 15:58, “So then, dear brothers and sisters, be firm. Do not be moved! Always be outstanding in the work of the Lord, knowing that your labor is not in vain in the Lord.” Let’s commit today to stand firm and not be moved in protecting life from conception until natural death and defending the Biblical concept of the genders, male and female.

L.D. 1313 and L.D. 1025 will be heard in committee next week. We need to commit these two very dangerous bills to prayer and to action.  L.D. 1313 would make legal physician-assisted suicide.  L.D. 1025 would prohibit conversion therapy for minors who suffer from same-sex attractions.​

Action Items:

  • April 10: Attend the hearings on L.D. 1313 and L.D. 1025. L.D. 1313 will be heard at 9:00 a.m. in Room 209 of the Cross Office Building. L.D. 1025 will be heard at 10:00 a.m. in Room 220 of the same building.
