The Pennsylvania Senate has once again taken action to uphold fairness in women’s sports, passing SB1293, the Save Women’s Sports Act, on April 22, 2026, by a vote of 30–17. Sponsored by Sen. Judy Ward (R–District 30), this bill represents a continued effort to protect fairness, safety, and integrity in women’s and girls’ athletics. It now moves to the House of Representatives.
Concerned Women for America (CWA) of Pennsylvania is urging the House to stop delaying action and to bring SB1293 up for a vote.
While there is hope it will be considered, the reality is that its path forward is uncertain in the Democrat-controlled House, where similar efforts have been stalled in the past.
Just last May, nearly identical legislation (SB9) passed the Senate with bipartisan support but was held up in the House Education Committee and never brought to a vote—even after attempts were made to force action. Delays like these continue to deny female athletes the protections they deserve.
The impact is not theoretical. Since 2020 in Pennsylvania, female athletes have lost first-place finishes to male competitors 87 times and second and third place finishes 64 times. These are real opportunities lost.
Biology matters. Research consistently shows that males, on average, have physical advantages—including greater muscle mass, larger hearts, lower body fat percentages, and more efficient energy use—leading to performance differences ranging from 10 to 30 percent, depending on the sport.
Even on the international stage, governing bodies are recognizing this reality. The International Olympic Committee has updated its guidelines to affirm the importance of sex-based distinctions in competition, acknowledging that such standards are necessary to preserve fairness in women’s sports.
The question now is whether the House will take this issue seriously—or continue to delay while girls across Pennsylvania pay the price.
