Concerned Women for America Applauds UPenn’s Title IX Compliance and Trump Administration’s Leadership

Washington, D.C. – Concerned Women for America (CWA), the nation’s largest public policy women’s organization, strongly supports the resolution agreed to by the University of Pennsylvania (UPenn) and the Trump Administration to comply with Title IX, ensuring biological males cannot participate in UPenn women’s sports nor access women’s intimate facilities. This landmark agreement, announced by the U.S. Department of Education, recognizes past injustices against female athletes at UPenn and sets a precedent for other universities who have cheated female athletes and not yet complied with restoring fairness in women’s athletics.
Under the agreement, UPenn will issue a clear statement of compliance with Title IX that protects women’s sports for women only, restore misappropriated swimming records and titles to female athletes, adopt biology-based definitions for “male” and “female,” and issue a public apology to affected female swimmers. These actions align with President Donald Trump’s Executive Orders “Defending Women from Gender Ideology Extremism” and “Keeping Men Out of Women’s Sports.” This is a powerful and major win for common sense with which the NCAA should follow suit.
“We commend the Trump administration for its unwavering commitment to protecting women’s rights under Title IX,” said Penny Nance, CEO and President of Concerned Women for America. “This agreement with UPenn is a testament to President Trump’s leadership and a step toward restoring fairness for female athletes. It sends a strong message that there is no compromise to protecting women’s sports for women only. Our national exit poll revealed that 70% of moderate voters view this issue as important, with 44% calling it ‘very important.’ We will continue to fight for policies that uphold the integrity of women’s sports and safeguard opportunities for girls across America.”
Concerned Women for America (CWA) applauds Secretary Linda McMahon and the U.S. Department of Education for holding the University of Pennsylvania accountable and enforcing Title IX to protect women’s athletics. This resolution marks a critical milestone in the fight for justice and equality for female athletes. CWA has been instrumental in this effort, having filed the first Title IX civil rights complaint against UPenn in 2022 for failing to uphold the rights of female college athletes under federal law. This official action against UPenn for violations of Title IX set in motion the investigation leading to today’s action. CWA also was present in protest at the 2022 NCAA Division I Women’s Swimming and Diving Championships where Riley Gaines and other champion women were forced to compete against male Lia Thomas and share a locker room. We stood in solidarity with North Carolina State swimmer Kylee Alons, who was forced to change in a storage closet to avoid sharing a locker room with biological male and UPenn swimmer Lia Thomas.
