Planned Parenthood released its annual report on Good Friday this year, and upon my fourth or fifth scan of the document, it hit me: the report didn’t use the words “woman” or “women” even once. For an organization typically proud to promote a “woman’s right” to abortion, that omission struck me as odd—but it makes complete sense. Planned Parenthood has embraced gender ideology as its newest cash cow.
The 2024-2025 report detailed an all-time high in abortions and the corporation’s highest recorded revenue in taxpayer funding. On top of that, the corporation saw a 40% increase in so-called “gender-affirming care” across its regional affiliates. With such a dramatic increase in “gender affirming care,” Planned Parenthood’s omission of the word “women” makes complete sense—reject sex in practice, why not reject it in your messaging?
The report claimed that due to the One Big Beautiful Bill’s one-year defunding of Big Abortion providers, “More people will become pregnant when they don’t want to be, and will be forced to stay pregnant because abortion is out of reach,” and “Planned Parenthood affiliates continue to do everything possible to help patients get abortion care.”
“People” don’t get pregnant—women get pregnant. “Patients” don’t undergo abortions—women and their unborn babies do. To omit the word “woman” from these sentences and replace it with the gender-neutral nouns is to deny womanhood and motherhood the God-given dignity they deserve.
Planned Parenthood refuses to acknowledge biological reality at every turn—whether it be denying that human life begins at the moment of conception, that sex is an immutable and unchangeable characteristic, that sex-rejecting procedures are harmful, or even that the very “people” they prey upon and profit from are women.
Planned Parenthood’s own doctors still refuse to even acknowledge that men cannot get pregnant—when asked over a dozen times by Sen. Josh Hawley (R-Missouri) in a Senate hearing, Planned Parenthood-affiliated, double board-certified OBGYN Dr. Nisha Verma could not give an answer.
But Planned Parenthood isn’t the first to refuse women the dignity of calling women, women. In 2021, President Biden’s Fiscal Year 2022 budget request to Congress used the term “birthing persons” instead of “mothers”:

The insults don’t stop at Biden’s “birthing persons.” In 2021, the terms “chest feeder,” “chest feeding,” and “human milk” surged in popularity to replace “mother,” “breastfeeding,” and “breast milk,” and in 2025, Wisconsin Governor Tony Evers proposed that the word “mother” be replaced with “inseminated persons” in Wisconsin state law. In February 2026, the left floated “partner with eggs,” and of course, it would be remiss not to mention the left’s typical “people who menstruate.”
As we approach Mother’s Day, Congress has an opportunity to codify biological truth, honor motherhood on the public record, and ensure that President Biden’s error is never repeated by passing Rep. Sherri Biggs’s (R-South Carolina 3rd) Protecting Motherhood Act. The Protecting Motherhood Act is simple but effective—it bars any official government document from using the term “birthing persons.”
The bill codifies President Trump’s Executive Order Defending Women from Gender Ideology Extremism and Restoring Truth to the Federal Government, which requires that:
Each agency and all Federal employees shall enforce laws governing sex-based rights, protections, opportunities, and accommodations to protect men and women as biologically distinct sexes. Each agency should therefore give the terms “sex”, “male”, “female”, “men”, “women”, “boys” and “girls” when interpreting or applying statutes, regulations, or guidance and in all other official agency business, documents, and communications.
As is made clear by Planned Parenthood’s stunning lack of ability to call women, women, Conservatives have quite a distance to travel to restore biological truth and the unique dignity of women and motherhood. Passing the Protecting Motherhood Act is a good first step in the right direction to permanently ensure that no government agency insults or objectifies women with the term “birthing persons,” or others like it.
Only women can become pregnant, and only adult human females are women. It’s time to end the Left’s objectifying erasure of mothers, honor God’s beautiful, purposeful, unchanging design for womanhood, and pass the Protecting Motherhood Act.
