Concerned Women for America Vows to Fight on After Senate Rejects Protection of Women’s Sports Act

Washington, D.C. — Yesterday, the U.S. Senate voted 51-45 on a cloture motion to advance S.9, the Protection of Women and Girls in Sports Act of 2025, falling short of the 60 votes required to overcome a Democratic filibuster. This setback is a blow to fairness, safety, and the Biblical truth of God’s design of male and female. Despite this outcome, Concerned Women for America (CWA) remains committed to its mission of preserving women’s sports exclusively for women and is confident that continued advocacy and public support will lead to legislative success.
“We are deeply saddened that the Senate could not unite to protect our daughters, sisters, and granddaughters from the injustice of competing against men in sports designed for women,” said Penny Nance, CEO and President of Concerned Women for America. “The 45 Democrats who unanimously opposed this measure have turned their backs on the very women and girls they claim to champion, prioritizing ideology over fairness and biological reality. CWA members and conservatives across the nation will not forget this betrayal come November 2026. We honor the courage of the 51 senators who stood for truth and vow to press on until common sense prevails.”
Background:
The Protection of Women and Girls in Sports Act, sponsored by Sen. Tommy Tuberville (R-Alabama), aimed to protect Title IX by limiting women’s sports at federally funded institutions to those born female. Though it failed to advance in the Senate with a 51-45 vote, CWA praises the 51 senators who supported it and urges reconsideration of the House-passed H.R. 28, which cleared on January 14, 2025, by a vote of 218-206. We call on Senate leadership to secure bipartisan support to pass it into law.
President Trump’s February 5, 2025, Executive Order, “Keeping Men Out of Women’s Sports,” directs federal agencies to enforce Title IX based on biological sex. CWA applauds this move and urges Congress to make it permanent law.
CWA remains steadfast, rooted in Genesis 1:27, that men in women’s sports undermine fairness and safety. We will keep fighting to protect women’s opportunities and the integrity of sports until this madness ends.
