What You Need to Know About the Virginia Constitutional Amendment on Redistricting

“Restoring fairness” or removing it?

The proposed constitutional amendment in Virginia, which claims to “restore fairness,” could instead eliminate the state’s bipartisan district lines and dramatically skew how Virginia voters are represented.

Virginia voters are now considering a constitutional amendment that would eliminate the state’s bipartisan redistricting system. This decision could have a lasting impact on how fairly our communities are represented.

Currently, Virginia’s congressional districts closely reflect the voters:

  • About 55% of voters lean Democratic
  • About 45% lean Republican
  • The current map, drawn by a bipartisan commission, resulted in six Democratic districts and five Republican districts

That balance reflects a system designed to prevent either party from having total control over drawing district lines.

Under a proposal being voted on now, through April 21, 2026, that balance could change dramatically:

  • 10 districts will favor the Democratic areas
  • Just one district will favor Republican voters
  • This would result in 91% of representation coming from just 55% of voters
