WASHINGTON, DC – Concerned Women for America (CWA) commended Virginia Governor Glenn Youngkin for signing Executive Directive 14 to ensure that women and girls are protected from biological males being allowed to have access to female-only spaces, particularly during athletic competitions, and to compete against females in sports.
The Directive instructs the “Virginia Board of Health to, in accordance with the Virginia Administrative Process Act, promulgate regulations that: 1. Prevent biological males from participating in organized female-only athletic teams and competitions in Virginia; and 2. Prevent biological males from using designated female spaces where females are likely to be in a state of undress.”
“Gov. Youngkin has rightly acted to protect women and girls from being forced to tolerate biological men invading their privacy in dressing rooms. Until now, the status quo has outrageously allowed registered sex offenders to expose themselves to girls, for biological men to compete in girl’s and women’s sports, and for biological men to enter women’s bathrooms all in the name of gender affirmation. Today, this madness stops in the Commonwealth of Virginia. Women and girls deserve to be protected from the harms and trauma that inherently come with these egregious violations of privacy and dignity,” said Penny Nance, CEO and President, Concerned Women for America.
“For years, CWA of Virginia was on the front lines traveling the Commonwealth, meeting with nearly every legislator, and testifying before both the State Capitol and the Virginia Board of Health because this issue is fundamentally about the safety of all women and girls. We never saw this as a partisan matter. We are now incredibly thankful to Governor Youngkin for his leadership in making sure common-sense protections for our women and girls are now the law of the land,” said Teresa Pregnall, CWA Virginia State Director.
In July 2025, CWA’s research found that trans-identifying males have stolen over 1,941 gold medals from women and girls in the United States, pushing each rightful champion down to second place. Additionally, the research found that trans-identifying male athletes have stolen over $493,173 in prize money from women in professional sports.
