#2 – Support HB 695, Section 2, Foreign Laws/Protect Constitutional Rights. These are the American laws for American courts provisions. More details below.
#1 Last week on July 3, the Senate added four pro-life sections to HB 695 (which was the Foreign Laws/Protect Constitutional Rights bills) and passed the Family, Faith and Freedom Protection Act. This week before the Bill was calendared for a House floor concurrence vote, section 6 (amending the Woman’s Right to Know Act requiring a doctor be present during a surgical or drug-induced abortion) became a significant concern with a veto threat from the Governor. On July 10, the House Judiciary B Committee placed sections 3 – 6 of HB 695 Family, Faith and Freedom Protection Act (the provisions having to do with abortion) into another bill, SB 353 Health and Safety Law Changes.
SB 353 Health and Safety Law Changes, a strong pro-life bill, was approved in committee and next goes to the House floor. From there, it will go back to the Senate for a concurrence vote. Click here to read the text of the bill.
This may come up for a vote as early as today.

Pray that North Carolina General Assembly will be guided by God’s wisdom to pass into law pro-life bill, SB 353.
#2 – While SB 353 is a great bill, HB 695 is caught in the crossfire of procedural rules and the Foreign Laws / Protect Constitutional Rights section is now imperiled. A solution is in the works to place Section 2 of HB 695 into another bill so the Foreign Laws/Protecting Constitutional Rights legislation can get back on track and become law. Please note that both the House and the Senate have already passed this by margins of 69-42 and 29-12, but without further action it will die.
This is where you can help. Please contact all conservative House and Senate members, especially your representative and senator along with Speaker Tillis and Senate President Pro Tempore Berger and express the essential need to pass Section 2 of HB 695. For emphasis, this provision does the following:
* Section 2 of HB 695 recognizes the United States Constitution and the Constitution of North Carolina as the supreme law of the state and declares the public policy of North Carolina is to protect its citizens from the application of foreign law that would violate a fundamental Constitutional right of a natural person within the context of family law as defined by Chapter 50 and 50-A of the North Carolina General Statue.
* This includes protection of freedom of speech and expression, due process, equal protection and other Constitutional rights that are fundamental in American legal tradition and the basis of our free market economy.
* To date, over 50 cases in 23 states have appeared in US courts with 27 of these cases infringing upon fundamental Constitutional rights. The vast majority of violations have egregiously impacted women and this critical provision provides a solution.
