Protecting California’s Most Vulnerable: Support AB 1628

Every child deserves protection, and every mother deserves real support in moments of fear, crisis, and uncertainty.

That is why Concerned Women for America Legislative Action Committee (CWALAC) supports AB 1628, legislation that strengthens California’s Safe Surrender law by extending the surrender period from 72 hours to 30 days.

This measure builds on an existing, effective program that has already helped save lives. Since California enacted Safe Surrender protections in 2001, 1,424 infants have been safely surrendered, and infant abandonment rates have declined.

AB 1628 expands this framework in a practical and responsible way. By giving mothers additional time to entrust their baby to safe care, the bill helps prevent crisis situations that can lead to unsafe abandonment—situations that often result in far greater human and financial costs for emergency services, law enforcement, and the child welfare system.

Providing a clear, safe option early can reduce the need for costly interventions later, while continuing to protect both mother and child with dignity.

We thank You for being a defender of the vulnerable and a refuge in times of crisis. We lift up every mother facing fear, uncertainty, or desperation. Surround her with wisdom, protection, and support. We pray for every innocent child to be safeguarded and valued as a precious gift from You.

Lord, move upon the hearts of California lawmakers to make wise decisions that honor life. Give the Assembly Appropriations Committee members discernment as they consider the impact of this legislation. Help them recognize the value of solutions that protect life while also promoting stability, responsibility, and care for those in need.

We pray for righteousness and wisdom to guide every decision.
