Confronting the Growing Threat of the Chinese Communist Party

Congress is back in session after August recess and the U.S. House of Representatives leadership is laser focused on the U.S.’s top rival, the Chinese Communist Party (CCP). Rep. John Moolenarr (R-Michigan 2nd), Chair of the House Select Committee on the Chinese Communist Party, said the week’s legislation “will take meaningful steps to counter the military, economic and ideological threat of the Chinese Communist Party.” Concerned Women for America Legislative Action Committee’s President and CEO, Penny Nance, wrote a letter to Speaker Mike Johnson (R-Louisiana 4th) thanking him for the efforts:

“Concerned Women for America Legislative Action Committee (CWALAC) applauds your focused and determined efforts to root out Chinese Communist Party (CCP) influence within our borders. As the nation’s largest public policy organization for women, we proudly stand to preserve the integrity of American representation and secure the U.S. as a leader among nations in the world. The CCP opposes the values that make our nation great, the foremost of which is individual and religious liberty.”

With just three weeks back in session, the House has sped several bills with bipartisan support including: The BIOSECURE Act (H.R. 8333) which protects Americans’ genetic data from biotech companies with CCP ties, the Countering CCP Drones Act that strengthens national security measures combatting Chinese military linked drones, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act (H.R. 1516), and more.

The End Chinese Dominance of Electric Vehicles Act (H.R. 7980), prohibits the use of the clean vehicle tax credit to incentivize purchasing  vehicles with materials sourced from prohibited foreign entities; China included. This tightens Foreign Entity of Concern (FEOC) definitions previously muddled by the Treasury Department that benefitted China by opening manufacturing loopholes. Rep. Carol Miller (R-West Virginia 1st ) sponsored the bill.

The Protecting American Agriculture from Foreign Adversaries Act of 2024 (H.R. 9456) strengthens the Committee on Foreign Investment in the United States (CFIUS) oversight in Chinese purchasing of American agriculture land. Rep. Dan Newhouse (R-Washington 4th) sponsored the bill.

On these interests, Penny Nance added:

“Between 2019-2022, China increased their U.S. farmland ownership by 30%, some of which notably surrounds a U.S. Air Force base. CWA leaders across the country, many of whom are in the agricultural industry, recognize the invaluable role this land plays in their day to day lives. Not only does Chinese ownership jeopardize food security, but land surrounding U.S. military bases poses a direct threat to U.S. national security. Congress must also continue to guard taxpayer dollars from any CCP streamlines, including education or tax credit incentives.”

Speaker Johnson delivered remarks at the G7 Summit in Italy during which he highlighted, “China especially has made its ambitions to be the dominant world power by 2049 very clear. This is a direct threat to our interests and our security and our values. We are going to influence operations around every continent now. It’s up to us to decide whether our children will get a world where China sets the rules, or whether democratic nations would respect the rule of law and set the terms.”
