During the 2023-2024 state legislative session, I presented a Concerned Women for America signature piece of legislation to Rep. Joseph Hamm (R-District 84). This bill would have ensured that Pennsylvania students are presented with a compelling, science-based view of a baby’s development in the womb. Far from being biased, it provides students with basic biological facts without favoring any particular viewpoint. This type of education can profoundly shape how students view life, impacting the choices they may face in the future.
Rep. Hamm introduced HB2080, although it never made it out of the House Education Committee.
Now, in the 2025-2026 legislative session, the same legislation has been introduced as companion bills: HB 606 in the House and SB 973 in the Senate. Rep. Hamm introduced the House version, and Sen. Michelle Brooks (R-District 50) introduced the Senate version. Unfortunately, both have been stalled in their respective Education Committees.
CWA of Pennsylvania continues to support this powerful legislation. Please join us as we do everything possible to encourage the committee members to take action.
If passed, these bills will ensure students learn the full truth about human development. Beginning in grades 6-12, students will be shown an age-appropriate video that presents the process of life in the womb, exploring the complete process of human development from a single-celled human to a baby with a beating heart, brainwaves, fingers, and toes. Pennsylvania students will be fully informed about the facts of life in the womb before birth.
This legislation establishes basic guidelines for utilizing the video as instructional material in the classroom, but its broader mission is to cultivate a culture of life in Pennsylvania by changing hearts and minds. Instructing the next generation on the foundational truths of life in the womb will bear eternal fruit!

- Watch this video – it is a great example of what other states are using to teach early human life development.
- Contactthe key leaders within both the House Education Committee and the Senate Education Committee – Ask them to advance HB 606 and SB 973. Urge them to ensure that Pennsylvania children are taught the basic facts of human biology, from conception to birth. Be sure to tell them that you were made aware of this bill by Concerned Women for America of Pennsylvania.
