WASHINGTON, DC – Concerned Women for America (CWA) commended the U.S. Health and Human Services for releasing its shocking report, “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine,’” alleging that inaccurate billing codes have been used by hospitals, clinics, doctors, and Planned Parenthood to collect lucrative insurance payments for sex rejecting drugs and surgeries on minors, including in states that have banned these practices.
“Children have been preyed upon by an unethical medical community leading them to reject their developing bodies with puberty-blocking drugs, cross sex hormones, and mutilating surgeries to affirm a delusion about their identity. The HHS report is a stunning revelation. It pulls back the curtain on the potentially fraudulent billing practices used by hospitals and doctors to maximize insurance payments from a vulnerable population of adolescents. It throws the entire medical field’s responsibility to ‘do no harm’ into question and reveals the tactics used to profit from child gender mutilation,” said Penny Nance, CEO and President, Concerned Women for America.
“It is a national scandal that the medical field even promotes these dangerous, life-altering procedures on children and teens and one that needs to end immediately. The HHS report exposes heartbreaking accounts of young adults escaping the delusion of transgenderism but left with the scars, pain, and daily complications that come from radical surgeries and drugs that have wreaked havoc on their natural development. This so-called ‘gender affirming care industry is driven by ideology and profit, not ethics and evidence.”
CWA applauded final rules issued by HHS that will prevent federal Medicaid and the Children’s Health Insurance Program from being used to pay for harmful sex rejecting procedures for minors and urged swift action on the investigations into billing fraud.
“American youth should not be able to access controversial and dangerous sex rejecting services enabled by the government. We urge immediate action on the investigations into billing fraud and abuse uncovered in the HHS report,” Nance said.
A 2026 CWA national poll found that over 63% (63.9%) of Americans somewhat or strongly oppose allowing gender transition services, including puberty blockers or cross-sex hormones, to be dispensed to minors under 18 years of age.
