Blind Squirrels and Broken Clocks

Scandal-plagued Fairfax County (Virginia) schools finally got something right (kind of).

At its July 16 meeting, the Fairfax County school board voted to restrict generative AI for elementary students, prohibit tablets and laptops in pre-K and kindergarten classes, limit personal devices during instructional time, and launch a pilot program to implement a “whitelist”-style firewall (rather than banning problematic websites, the whitelist would allow access to a pre-approved list of sites).

All of this is good news, as far as it goes. But does it go far enough?

The educational technology industry has spent years selling schools on the promise that more screens would mean more engagement, more personalization, and better outcomes.

The reality has been something altogether different. As Melissa McKay, President of the Digital Childhood Institute, notes:

  • With laptops in class, students are off-task for roughly 38 minutes of every hour.
  • During computer-based homework, students typically get distracted in under 6 minutes.
  • Nearly 40% of students can’t resist multitasking during a 20-minute digital lesson.

But it goes even deeper than that. There is now a substantial body of evidence that educational outcomes got worse as tech became more entrenched in the classroom.

An international study conducted by the Organization for Economic Cooperation and Development (OECD) examined standardized testing data from 15-year-olds across dozens of countries and found that students who used technology heavily at school performed worse on assessments than moderate users. Countries that had policies in place to limit technology use in favor of traditional instruction, particularly in math, consistently performed better on math assessments.

The 2017 National Assessment of Educational Progress found that fourth graders in Wisconsin who used tablets frequently in classes scored about nine points lower than those who didn’t on assessments of student knowledge. A gap roughly equivalent to a full year of learning.

Another analysis found that the more hours American students spend daily on computers doing English language arts, the lower they scored on reading assessments.

These findings alone should have been enough to stop the one-to-one device crusade in its tracks. Instead, districts kept buying, issuing, integrating, upgrading, and defending.

Recent reports and courtroom disclosures paint an even more sinister picture. Companies selling educational technology and software to schools were mining and selling user data to enrich themselves and sought to create a pipeline of future customers.

Fairfax County Public Schools (FCPS) has finally begun to acknowledge what parents have been saying for years: the unchecked march of school-issued devices, embedded AI tools, and classroom screens has gone too far.

But the policy change represents more of a strategic retreat than a full-throated denunciation of the one-to-one device policy. Parents can opt out of school-issued devices, yes, but only for children who have a documented medical or developmental need. This gets the problem and solution entirely backward: the burden should be on the schools to demonstrate how the child will benefit from using these devices in school, not on the parent to prove harm.

Schools have treated devices as inevitable for so long that any attempt to retreat from them is framed as an exception. But why should pen-and-paper learning be the accommodation? Why should printed books, handwritten work, in-person instruction, and a teacher’s direct attention be the special request? These are the ordinary conditions under which children learned for generations, and they remain the conditions under which children learn best.

This is why Fairfax County’s policy cannot stop at medical opt-outs. If a device is genuinely necessary for a specific lesson, a specific accessibility need, or a specific assistive purpose, then let the school explain that purpose. But if the device is being used because it is convenient, because the curriculum has been digitized, because the vendor contract already exists, or because no one remembers how to run the class without it, that is a systemic failure that needs to be addressed and corrected.
