President's Emergency Plan for AIDS Relief (PEPFAR)
As you may recall, the first several drafts of this legislation was pro-abortion. In addition the first several drafts removed the abstinence/be faithful component, removed the prostitution pledge and increased the global fund without increasing accountability or transparency (the global fund gave funding to support China's one child policy.) Because Concerned Women for America and other members of our coalition were so effective in opposing these drafts and because Rep. Howard Berman (D- California) does not like controversial markups, a bipartisan agreement was reached hours before the Foreign Affairs Committee considered this legislation. While not perfect, this legislation was much better than the previous drafts. The social policy was changed from a completely pro-abortion bill, and the other side received increased funding ($50 billion). The House Committee on Foreign Affairs passed this bill out of Committee.

The House was expected to vote on this bipartisan bill during this week. However, because some concerns about this bill on both sides have arisen, the House did not schedule it for a vote.

The Senate is also working on a version of this legislation.

Action: Please call your Representative and Senators and ask them to reauthorize this legislation using the current bipartisan language that focuses on treatment, prevention and caring of people with HIV/AIDS.
