CWA of Washington March 11 Action Alert – Do Business Until I Come!

Dear Concerned Women for America of Washington Member,

How is the morality of a nation determined?  By the president/king/queen?  By the courts?  By the legislative bodies?  By “political correctness”?  By the people?  God’s Word tells us He sought for a man “who would make a wall and stand in the gap before Me on behalf of the land” (Ezekiel 22:30) lest He destroy it.  II Chronicles 7:14 is a well-known verse about this same issue: “… if my people who are called by My name will humble themselves, and pray and seek My face, and turn from their wicked ways, then I will hear from Heaven, and will forgive their sin and heal their land.”

CWA’s goal is to protect the family through prayer and action.  We have Prayer/Action Chapters around the state with a three-fold purpose:  Be informed, pray about the issues, and act on those issues.   If there is not a Chapter in your community (cwfa.org/washington-prayeraction-chapters/) would you prayerfully consider starting one?  Meeting monthly or more often if you choose, you will experience the fellowship of like-minded citizens and share your commitment to pray for our nation and our state about issues related to our seven core issues.  Click here to view and print application.  Contact the state office for more information at 425-869-1923 or director@washington.cwfa.org.

That’s the heart of CWA:  To be the voice and face of Christian women and like-minded men in the United States who want to reverse the decline of moral values in our nation and see a revival of our Biblical foundations.   Psalm12:3 reminds us, “If the foundations are destroyed, what can the righteous do?”  We can pray starting today that the foundations of our nation will not be destroyed by joining with others to educate ourselves, pray and take appropriate action.  I have attached a Leadership Application for your convenience.

LEGISLATIVE UPDATE

The last day of the scheduled 2016 Washington State Legislative session was March 10.

In spite of the fact that several brave legislators wrote bills to protect our privacy, safeguard public safety, restrict abortion through parental notification and a ban on sex-selection abortions, etc., the 2016 Legislature failed to seriously address social issues of great concern to the citizenry.

EVENTS

Day of Silence Walkout: This annual event is meant to stop the silencing of homosexual activists in our public schools.  Have you noticed homosexual silence?  If you are concerned, please consider letting your kids stay home on April 15 rather than have them endure more homosexual indoctrination.  In addition, check with your school’s administration to determine whether or not they support this interruption of your child’s school day.  Click here for more information on the Day of Silence Walkout.

Voters’ Registration in Your Church: If Christians don’t vote, our opposition chooses our rulers and the authorities for whom we are exhorted to pray (1Timothy 2:1-3).  It is a right and responsibility to vote in our democratic republic.  If we don’t take that right and responsibility seriously and vote for candidates of godly character, how dare we complain?  Psalm 29:2 states:  “When the righteous are in authority, the people rejoice; but when a wicked man rules, the people groan.”

In a letter to James Warren, John Adams expounded:  “(This) Form of Government … is productive of every Thing which is great and excellent among Men.  But its Principles are as easily destroyed, as human nature is corrupted … A Government is only to be supported by pure Religion or Austere Morals.  Private, and public Virtue is the only Foundation of Republics.”  And Adams was clear about which Religion provided such morals:  “The Ten Commandments and the Sermon on the Mount contain my religion …” (letter to Thomas Jefferson, dated 11/4/1816).  (Reference “John Adams” in William J. Federer’s America’s God and Country Encyclopedia of Quotations, 2000).

Prayerfully consider setting up a voters’ registration table in your church foyer.  Voter registration is non-partisan and, therefore, a legal activity within your church.

CWA of Washington February 11 Action Alert – Commit to the LORD Whatever You Do…

“Commit to the LORD whatever you do and your plans will succeed.”  Proverb 16:3

As a public policy organization, Concerned Women for America does not engage in partisan politics.  Instead, we apply Biblical principles to the public policies proposed or enacted by elected legislators, thus promoting and protecting those principles, then asking our members to commit to the Lord so that their actions will reflect God’s plan for His creation.  We ask you to pray first, educate others, and when God’s principles are attacked, to take respectful action to engage in the issues of the day.  Prayer is always our first priority because we need God’s protection and guidance or most, if not all of us, will fail to represent Him well.  Paul said it well in his letter to Timothy:  “Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence.”  (1 Timothy 2:1-3)

SB 6548 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This bill beat the 2/5 deadline and is now in the Senate Rules Committee for a second reading, waiting for step three to move it to the Senate floor for a vote. Please contact your senator as soon as possible because legislation is moving quickly now.

SB 6443 relating to the human rights commission’s rule-making authority…

Concerning human rights commission rules on gender segregated facilities, this bill was moved to the Senate floor on 2/10 and failed by a 24:25 vote.  Let your voice be heard and contact your senator through the Hotline at 1-800-562-6000 or comment on the disappointing results at this website:  app.leg.wa.gov/billinfo/summary.aspx?bill=6443&year=2015.

HB 2589 relating to allowing the use of gender-segregated facilities…

This bill did not make it out of committee by the deadline, so it is dead for this session.

SANCTITY OF LIFE

NEW: SB 6612 relating to sex-selection abortions; amending RCW 9.02.110; adding a new chapter to Title 9 RCW; and prescribing penalties.

CWA supports this bill.

Preferring one sex over another for our babies is simply disregard of God’s natural order.  Given the results of China’s one-child policy and the preference for male babies, resulting in a huge imbalance of males and females and the resulting social problems, we need to affirm the natural balance of male: female and encourage people to allow that process.  It has worked well throughout human history and is verified by China’s social disaster.

This bill passed the Law & Justice Committee and is in the Senate Rules Committee for a second reading as of 2/5/16.  Please contact your legislators with your thoughtful opinions:  app.leg.wa.gov/billinfo/summary.aspx?bill=6612&year=2015

SB 5289 relating to requiring parental notification for abortion; adding a new section to chapter 9.02 RCW; prescribing penalties; and declaring an emergency

CWA supports this bill.

Although HB 1493 requiring parental notification didn’t meet the 2/5 deadline,  SB 5289 is in the Senate Rules Committee, so it may still move to the floor for a vote.  Please continue to pray that this bill will be passed in the Senate and move to the House for a vote.  Also, continue to contact your senators at this website:    http://app.leg.wa.gov/billinfo/summary.aspx?bill=5289&year=2015.

HB 2294 relating to restricting public funds from being used for elective abortions…

This bill did not pass out of committee by last Friday, so it is dead for this session.

HB 1423 relating to female genital mutilation.

This bill was left in committee, so it is also dead.  If this issue concerns you, please educate others until we hear enough public outcry to stop this abuse of women and girls in our state.

CWA of Washington February 2 Action Alert – Do Not Lose Heart!

Dear CWA of Washington Member,

Greetings from your state office!  I am so thankful for your support and involvement in Concerned Women for America!  I encourage you to spread the word about our organization and the opportunities for citizens concerned about the state of our nation and Washington State to engage the culture through prayer, education and activism, all to promote and protect the Biblical values that made this nation great amongst nations.  For more information on getting involved, please visit our state website at wa.cwfa.org.  Or, you may access that site through the amazing national website at cwfa.org.

This era certainly contains its share of challenges and still God’s Word is our best source of hope and encouragement:  “And let us not grow weary while doing good, for in due season we shall reap, if we do not lose heart.”  (Galatians 6:9)  Just before that verse, Paul wrote, “Do not be deceived.  God is not mocked; for whatever a man sows, that he will also reap.”  (Galatians 6:7)  If we are on God’s side and follow His principles, He will be our steadfast foundation, no matter what the world throws at us.  So, do not lose heart and let’s continue to run the race together with endurance!

LEGISLATION

There are seven bills CWA is following and many more worthy of our time, but in this short session, we’ll limit ourselves to those seven bills.

For this session, the legislative calendar sets this coming Friday, February 5, as the last day to read in-committee reports in the house of origin, except for budget or transportation issues.  Therefore, we must make our contacts immediately in order to impact the legislative process.  I urge you again to call, e-mail, or visit your three legislators.  This site gives you an easy way to do so on any bill, in addition to providing the bill’s text:  app.leg.wa.gov/billinfo/.  After you type in the bill number, that particular bill will show up and there is a “Comment on this bill” link to the right where you can easily contact your legislators.

HB 6443 relating to the human rights commission’s rule-making authority…

CWA of Washington supports this bill.

I have exciting news for you!  Because of your prayers and action, 700 people showed up last Wednesday for the public hearing on SB 6443 to reverse the Human Rights Commission’s ruling which obliterates our expectation of privacy and safety in gender-segregated public and private facilities.  That bill was passed out of committee (4:3) and on to the Rules Committee for a second reading, from which it can head to the floor for a vote of the whole Senate.  Your prayers and action are still needed in order to encourage your own district senator to vote in support of our protection, privacy and dignity for all of us.

HB 2589 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This bill is more comprehensive in dealing with this issue, including protection for public and private entities’ decision making re: use of their facilities and provides an exception for minor children or persons with disabilities supervised by a parent, guardian or caretaker.

This bill is in the House Committee on Judiciary and Rep. Laurie Jinkins (E-district 27) (laurie.jinkins@leg.wa.gov) still refuses to hold a hearing.  Please contact her and remind her that we the people have a right to be heard, as well as House Majority Leader Frank Chopp (D-District 43) (Frank.Chopp@leg.wa.gov) and urge him to overrule Jinkins so that this bill can be discussed and considered by all sides in our democratic republic.

SB 6548 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This is the senate companion bill to HB 2589 (see above).  Introduced on 1/26/16, there was a public hearing in the Senate Committee on Law and Justice on 2/1/16.   At the time of this alert, there is no posted committee action.

In addition to our concerns about privacy, public safety and public and private facilities’ decision making processes, we believe the HRC ruling publicized an issue allows the greater likelihood of opportunists who will take advantage of this ruling to enter opposite-sex facilities as voyeurs or worse.  Prayer needed as we await the committee’s vote results.

SANCTITY OF LIFE

HB 1493 and SB 5289 relating to requiring parental notification for abortion; adding a new section to chapter 9.02 RCW; prescribing penalties; and declaring an emergency

CWA supports these two bills.

HB 1493 is not moving at this point, but SB 5289 has been moved to the Senate Rules White Sheet, which is step one of three.  We need to urge our legislators to move this bill on so that it can have a public hearing.  The bill restores parental rights in the care of their minor children while providing alternatives if needed for neglect, abuse or emergencies.

HB 2294 relating to restricting public funds from being used for elective abortions…

CWA supports this bill.

From the bill, NEW SECTION. SEC. 1 (1) “the supreme court has repeatedly affirmed the constitutionality of federal and state restrictions on government funding for abortions firmly resolving the public funding issue.”  In the public interest, the legislature needs to defund elective abortions.  There is an exception for medical emergencies, but no public funds may be used to support “any organization that provides elective abortions.”

This is a conscience and/or a religious issue for many citizens; we should never be forced to fund anything that assaults either of those constitutional rights.

HB 1423 relating to female genital mutilation.

CWA supports this bill. 

The last bill I want to bring to your attention is about an intensely disturbing issue, one that has come to American shores with the increase of Muslim immigrants.  This practice (fgm) is not part of Islamic law, but rather a cultural practice by some Muslims and therefore this is not a religious freedom issue.  The agony of this practice to girls and young women all through their lives is horrifying and inhumane.  It is truly a war on women and needs to be outlawed and reported as “child abuse under chapter 26.44” and as “a class B felony.” (NEW SECTION. Sec. 1, (4) and (5).

As before, this bill has been introduced and retained in its present status, but there is no movement toward any committee.  This is a matter of the public interest as the practice grows here.  Please be in prayer about this issue and contact your three state legislators to ask that this bill be moved into committee and scheduled for a public hearing before Friday.

Even if this bill is not moved along to the next step, we need to educate others on this practice until we generate public outcry to stop it here in our state.

URGENT – Support Bill #6548

URGENT:  Plan to attend the hearing on SB 6548 (http://app.leg.wa.gov/billinfo/summary.aspx?bill=6548&year=2015) on Monday, February 1, at 1:30 p.m. in the Senate Committee on Law and Justice.  If you are unable to attend, please contact committee members (http://app.leg.wa.gov/Rosters/CommitteeMembersByCommittee/Senate) plus your district senator (Legislative Hotline 1-800-562-6000) and ask for support of this bill to reverse the Human Rights Committee’s ruling.  This bill provides that “Nothing in this chapter prohibits a public or private entity from limiting access to a private facility segregated by gender … to a person if the person is preoperative, nonoperative, or otherwise has genitalia of a opposite gender from that for which the facility is segregated.” (SB 6548 p. 3, l. 6-11)  This bill allows for minor children or disabled persons with caretakers to continue use of opposite-gender facilities when the guardian is of the same gender for which the facility is segregated.

CWA of Washington January 28 ACTION ALERT – Great Boldness of Speech

CWA of Washington is watching several bills at this point of the 2016 session, but the most urgent ones about which you need to use “great boldness of speech” are SB 6443 and HB 2589.  Since this is a short legislative session (sixty days), things move very quickly, and since the legislature’s leaders hoped to focus primarily on budget issues, we need to work extra hard to educate others and act on our concerns.  There is a rising tide of citizen response to the Human Rights Commission’s interpretation of the 2006 law (HB 2661) about nondiscrimination.  CWA is part of that rising tide, and WE NEED YOU to join the movement!

LEGISLATION

SB 6443 – AN ACT Relating to the human rights commission’s rule-making authority; and adding a new section to chapter 49.60 RCW.

Five unelected Human Rights Commission (HRC) members issued a ruling on December 26, 2015, that requires all “places of public accommodation” to allow transgendered individuals access to opposite-sex bathrooms and locker rooms.  No one is allowed to question that access or to inquire as to an individual’s gender identity.  As stated in my previous alert, there are two main concerns:  public safety and right to privacy.  The HRC ruling fails to include adequate safeguards to prevent deviant persons from abusing the policy through voyeurism or worse.  Women are particularly concerned about their safety and privacy, given the potential danger (both physically and emotionally) to themselves and their daughters and granddaughters, since they are more often the targets of sexual assault and are certainly vulnerable in these settings. If the dignity of women is equally as important to you as the dignity of transgendered individuals, you need to express that to your three state legislators.

There is a public hearing scheduled for SB 6443 on Wednesday, January 27, at 1:30 p.m. in the Senate Committee on Commerce & Labor.  We need to fill up the hearing room and beyond with supporters of this bill.  Please bring a carload or vanload of others with you on Wednesday to show your support for the bill and also to thank Senator Ericksen and the other sponsors for having the courage to propose this bill that limits the Human Rights Commission’s rule-making authority on this issue.

CWA of Washington supports this bill.

This bill was introduced in the House and referred to the House Committee on Judiciary. Rep. Laurie Jinkins (D-Distrtict 27) refuses to allow a public hearing on this bill.  We need to persuade her that in our democratic Republic, we the people have a right to be heard on any issue in order for our elected legislators to properly represent our interests.  Please consider contacting Jinkins’ office to express your interest in this issue.  Call Rep. Laurie Jinkins’ office at 360-786-7930 or e-mail her at laurie.jinkins@leg.wa.gov. Request that she schedule a hearing on HB 2589.

With such a short session, the last day to read this bill in committee is February 5.  Without a hearing, this bill will not proceed to the House floor for a vote.

To encourage and motivate us all to share and apply Biblical principles in order to engage and influence the culture, I share some of my favorite Scriptures:

1 Corinthians 16:13 – “Watch, stand fast in the faith, be brave, be strong.  Let all that you do be done with love.”

Ephesians 6:10-11- “Finally, my brethren, be strong in the Lord and in the power of His might.  Put on the whole armor of God, that you may be able to stand against the wiles of the devil.”

Acts 5:29 – “Then Peter and the other apostles answered and said: ‘We ought to obey God rather than men.’”

James 5:17 – “Faith by itself, if not accompanied by action, is dead.”

Philippians 4:6-7 – “Be anxious for nothing, but in everything by prayer and supplication, with thanksgiving, let your requests be made known to God; and the peace of God, which surpasses all understanding, will guard your hearts and minds through Christ Jesus.”

CWA of Washington January 8 ACTION ALERT – Stand

ACTION ALERT JANUARY 8, 2016

Dear CWA of Washington Member,

I send you 2016 wishes for a God-centered new year.  This will no doubt be a significant year for religious liberty, our families and the freedoms our forefathers wrote into the U. S. Constitution and Bill of Rights.  Keeping our eyes on Jesus, we go into this year standing fast in the faith and asking you to stand alongside us.

URGENT ISSUE

Just a few days into this New Year, I must alert you to a very real danger to you and your family members.  On December 26, the Washington State Human Rights Commission implemented a new policy regarding our right to privacy and public safety.  That unelected commission ruled that any individual who believes he/she is of the opposite gender, i.e. transgendered, must be allowed to enter the bathroom, shower and locker room of their personal choice, based on their identity rather than their anatomy.  CWA of Washington has several serious concerns about this policy:

1) This ruling is an attack on the right to privacy for each one of us.  For your information, here is the preamble to the Constitution of the State of Washington and the constitution’s protection of our right to privacy:

We, the people of the State of Washington, grateful to
the Supreme Ruler of the Universe for our liberties, do ordain this constitution.
ARTICLE I
DECLARATION OF RIGHTS
SECTION 7 INVASION OF PRIVATE AFFAIRS OR HOME PROHIBITED.
No person shall be disturbed in his private affairs, or his home invaded, without authority of law.

At this point, the HRC ruling appears to be the law, so we concerned citizens must act to undo this ruling through our elected legislators.

2)  There is a serious threat to public safety from this ruling.  No one is allowed to even question an individual’s sexual identity, and if you do, you will be accused of discrimination and possibly subject to prosecution.

3)  There is very likely a serious conflict between this ruling and charges of voyeurism or indecent exposure.  This conflict will put the authorities on thin ice until this can be clarified by legislation or the courts.

4)  Common sense says that this ruling will encourage/enable individuals to take advantage of such opportunity to the detriment of the rest of us.

Unfortunately, the YMCA in Pierce County chose several months ago to get a jump start on this policy and opened their locker rooms to individuals who believe they are of the opposite gender than their biological reality.  A group of moms rose up to protest and the Y responded by pulling that policy, but then reinstated it, thus ignoring the serious concerns of families in their community in exchange for a tiny minority of individuals intent on pushing their self-centered agenda on the majority.  As a result, those brave moms educated and rallied other families to withdraw their YMCA membership.  As a result, the sound of children’s voices has been greatly diminished as fewer families use the Y’s facilities, preferring to protect their children from traumatic emotional and physical exposure to transgendered individuals.  We encourage you to be aware of this situation, educate others on it, and pray regarding your interaction with the YMCA.  As always, we encourage prayer, education, then respectful action on your part to protect you and your families.  Please pray for those individuals who would put their preferences above our rights to safety and privacy, that God would touch their lives in a very real way and bring them from darkness into His light.

Graham Hunt says, “For the Human Rights Commission to unilaterally make a [Washington Administrative Code] change — they’re not an elected body … They’re making decisions that widely affect the public although they’re not elected and held accountable to the public in the same fashion.”  (“Transgenders in Washington state to use restrooms based on identity, not anatomy, commission rules”;Valerie RichardsonThe Washington Times – Thursday, December 31, 2015).

MARCH FOR LIFE:  Come join us on Tuesday, January 19, in Olympia to march in support of the sanctity of human life from birth until natural death. We will gather on the sidewalk near the Capitol Building, then march at noon to a rally on the Capitol stairs.  Watch for the CWA of Washington banner.

PRAYER

ENCOURAGE-A-LEGISLATOR!!!  Prayer is a gift from God that reminds us this is His world and that His power exceeds all else in this world.  The Encourage-A-Legislator program asks you to send a prepared message (approved by CWA) to a legislator each week of the Washington State Legislative Session (9 weeks for 2016), AND to pray for this person while they are in Olympia.  The session begins NEXT Monday, January 11, and we need thirty more people to cover only half of the Senate and half the House of Representatives with prayer and encouragement.  These people will be called to make tough choices and face opposition from entrenched interest groups.  Please prayerfully consider raising them up in prayer for this short time.  If you’re not able to write the postcards, please tell us, arrangements can be made so you can bow with us in prayer, while the legislature stands for our principles/rights/freedoms.
