CWA of Washington February 2 Action Alert – Do Not Lose Heart!

Dear CWA of Washington Member,

Greetings from your state office!  I am so thankful for your support and involvement in Concerned Women for America!  I encourage you to spread the word about our organization and the opportunities for citizens concerned about the state of our nation and Washington State to engage the culture through prayer, education and activism, all to promote and protect the Biblical values that made this nation great amongst nations.  For more information on getting involved, please visit our state website at  Or, you may access that site through the amazing national website at

This era certainly contains its share of challenges and still God’s Word is our best source of hope and encouragement:  “And let us not grow weary while doing good, for in due season we shall reap, if we do not lose heart.”  (Galatians 6:9)  Just before that verse, Paul wrote, “Do not be deceived.  God is not mocked; for whatever a man sows, that he will also reap.”  (Galatians 6:7)  If we are on God’s side and follow His principles, He will be our steadfast foundation, no matter what the world throws at us.  So, do not lose heart and let’s continue to run the race together with endurance!


There are seven bills CWA is following and many more worthy of our time, but in this short session, we’ll limit ourselves to those seven bills.

For this session, the legislative calendar sets this coming Friday, February 5, as the last day to read in-committee reports in the house of origin, except for budget or transportation issues.  Therefore, we must make our contacts immediately in order to impact the legislative process.  I urge you again to call, e-mail, or visit your three legislators.  This site gives you an easy way to do so on any bill, in addition to providing the bill’s text:  After you type in the bill number, that particular bill will show up and there is a “Comment on this bill” link to the right where you can easily contact your legislators.

Remember:  Prayer is the most important action we can take!


HB 6443 relating to the human rights commission’s rule-making authority…

CWA of Washington supports this bill.

I have exciting news for you!  Because of your prayers and action, 700 people showed up last Wednesday for the public hearing on SB 6443 to reverse the Human Rights Commission’s ruling which obliterates our expectation of privacy and safety in gender-segregated public and private facilities.  That bill was passed out of committee (4:3) and on to the Rules Committee for a second reading, from which it can head to the floor for a vote of the whole Senate.  Your prayers and action are still needed in order to encourage your own district senator to vote in support of our protection, privacy and dignity for all of us.

HB 2589 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This bill is more comprehensive in dealing with this issue, including protection for public and private entities’ decision making re: use of their facilities and provides an exception for minor children or persons with disabilities supervised by a parent, guardian or caretaker.

This bill is in the House Committee on Judiciary and Rep. Laurie Jinkins (E-district 27) ( still refuses to hold a hearing.  Please contact her and remind her that we the people have a right to be heard, as well as House Majority Leader Frank Chopp (D-District 43) ( and urge him to overrule Jinkins so that this bill can be discussed and considered by all sides in our democratic republic.

SB 6548 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This is the senate companion bill to HB 2589 (see above).  Introduced on 1/26/16, there was a public hearing in the Senate Committee on Law and Justice on 2/1/16.   At the time of this alert, there is no posted committee action.

In addition to our concerns about privacy, public safety and public and private facilities’ decision making processes, we believe the HRC ruling publicized an issue allows the greater likelihood of opportunists who will take advantage of this ruling to enter opposite-sex facilities as voyeurs or worse.  Prayer needed as we await the committee’s vote results.


HB 1493 and SB 5289 relating to requiring parental notification for abortion; adding a new section to chapter 9.02 RCW; prescribing penalties; and declaring an emergency

CWA supports these two bills.

HB 1493 is not moving at this point, but SB 5289 has been moved to the Senate Rules White Sheet, which is step one of three.  We need to urge our legislators to move this bill on so that it can have a public hearing.  The bill restores parental rights in the care of their minor children while providing alternatives if needed for neglect, abuse or emergencies.

HB 2294 relating to restricting public funds from being used for elective abortions…

CWA supports this bill.

From the bill, NEW SECTION. SEC. 1 (1) “the supreme court has repeatedly affirmed the constitutionality of federal and state restrictions on government funding for abortions firmly resolving the public funding issue.”  In the public interest, the legislature needs to defund elective abortions.  There is an exception for medical emergencies, but no public funds may be used to support “any organization that provides elective abortions.”

This is a conscience and/or a religious issue for many citizens; we should never be forced to fund anything that assaults either of those constitutional rights.

HB 1423 relating to female genital mutilation.

CWA supports this bill. 

The last bill I want to bring to your attention is about an intensely disturbing issue, one that has come to American shores with the increase of Muslim immigrants.  This practice (fgm) is not part of Islamic law, but rather a cultural practice by some Muslims and therefore this is not a religious freedom issue.  The agony of this practice to girls and young women all through their lives is horrifying and inhumane.  It is truly a war on women and needs to be outlawed and reported as “child abuse under chapter 26.44” and as “a class B felony.” (NEW SECTION. Sec. 1, (4) and (5).

As before, this bill has been introduced and retained in its present status, but there is no movement toward any committee.  This is a matter of the public interest as the practice grows here.  Please be in prayer about this issue and contact your three state legislators to ask that this bill be moved into committee and scheduled for a public hearing before Friday.

Even if this bill is not moved along to the next step, we need to educate others on this practice until we generate public outcry to stop it here in our state.

URGENT – Support Bill #6548

URGENT:  Plan to attend the hearing on SB 6548 ( on Monday, February 1, at 1:30 p.m. in the Senate Committee on Law and Justice.  If you are unable to attend, please contact committee members ( plus your district senator (Legislative Hotline 1-800-562-6000) and ask for support of this bill to reverse the Human Rights Committee’s ruling.  This bill provides that “Nothing in this chapter prohibits a public or private entity from limiting access to a private facility segregated by gender … to a person if the person is preoperative, nonoperative, or otherwise has genitalia of a opposite gender from that for which the facility is segregated.” (SB 6548 p. 3, l. 6-11)  This bill allows for minor children or disabled persons with caretakers to continue use of opposite-gender facilities when the guardian is of the same gender for which the facility is segregated.

CWA of Washington January 28 ACTION ALERT – Great Boldness of Speech

CWA of Washington is watching several bills at this point of the 2016 session, but the most urgent ones about which you need to use “great boldness of speech” are SB 6443 and HB 2589.  Since this is a short legislative session (sixty days), things move very quickly, and since the legislature’s leaders hoped to focus primarily on budget issues, we need to work extra hard to educate others and act on our concerns.  There is a rising tide of citizen response to the Human Rights Commission’s interpretation of the 2006 law (HB 2661) about nondiscrimination.  CWA is part of that rising tide, and WE NEED YOU to join the movement!


SB 6443 – AN ACT Relating to the human rights commission’s rule-making authority; and adding a new section to chapter 49.60 RCW.

Five unelected Human Rights Commission (HRC) members issued a ruling on December 26, 2015, that requires all “places of public accommodation” to allow transgendered individuals access to opposite-sex bathrooms and locker rooms.  No one is allowed to question that access or to inquire as to an individual’s gender identity.  As stated in my previous alert, there are two main concerns:  public safety and right to privacy.  The HRC ruling fails to include adequate safeguards to prevent deviant persons from abusing the policy through voyeurism or worse.  Women are particularly concerned about their safety and privacy, given the potential danger (both physically and emotionally) to themselves and their daughters and granddaughters, since they are more often the targets of sexual assault and are certainly vulnerable in these settings. If the dignity of women is equally as important to you as the dignity of transgendered individuals, you need to express that to your three state legislators.

There is a public hearing scheduled for SB 6443 on Wednesday, January 27, at 1:30 p.m. in the Senate Committee on Commerce & Labor.  We need to fill up the hearing room and beyond with supporters of this bill.  Please bring a carload or vanload of others with you on Wednesday to show your support for the bill and also to thank Senator Ericksen and the other sponsors for having the courage to propose this bill that limits the Human Rights Commission’s rule-making authority on this issue.

HB 2589 – AN ACT Relating to allowing the use of gender-segregated facilities; and amending RCW 49.60.030.

This bill was introduced in the House and referred to the House Committee on Judiciary. Rep. Laurie Jinkins (D-Distrtict 27) refuses to allow a public hearing on this bill.  We need to persuade her that in our democratic Republic, we the people have a right to be heard on any issue in order for our elected legislators to properly represent our interests.  Please consider contacting Jinkins’ office to express your interest in this issue.  Call Rep. With such a short session, the last day to read this bill in committee is February 5.  Without a hearing, this bill will not proceed to the House floor for a vote.

CWA of Washington January 8 ACTION ALERT – Stand

Dear CWA of Washington Member,

I send you 2016 wishes for a God-centered new year.  This will no doubt be a significant year for religious liberty, our families and the freedoms our forefathers wrote into the U. S. Constitution and Bill of Rights.  Keeping our eyes on Jesus, we go into this year standing fast in the faith and asking you to stand alongside us.


Just a few days into this New Year, I must alert you to a very real danger to you and your family members.  On December 26, the Washington State Human Rights Commission implemented a new policy regarding our right to privacy and public safety.  That unelected commission ruled that any individual who believes he/she is of the opposite gender, i.e. transgendered, must be allowed to enter the bathroom, shower and locker room of their personal choice, based on their identity rather than their anatomy.  CWA of Washington has several serious concerns about this policy:

1) This ruling is an attack on the right to privacy for each one of us.  For your information, here is the preamble to the Constitution of the State of Washington and the constitution’s protection of our right to privacy:

We, the people of the State of Washington, grateful to
the Supreme Ruler of the Universe for our liberties, do ordain this constitution.
No person shall be disturbed in his private affairs, or his home invaded, without authority of law.

At this point, the HRC ruling appears to be the law, so we concerned citizens must act to undo this ruling through our elected legislators.

2)  There is a serious threat to public safety from this ruling.  No one is allowed to even question an individual’s sexual identity, and if you do, you will be accused of discrimination and possibly subject to prosecution.

3)  There is very likely a serious conflict between this ruling and charges of voyeurism or indecent exposure.  This conflict will put the authorities on thin ice until this can be clarified by legislation or the courts.

4)  Common sense says that this ruling will encourage/enable individuals to take advantage of such opportunity to the detriment of the rest of us.

Unfortunately, the YMCA in Pierce County chose several months ago to get a jump start on this policy and opened their locker rooms to individuals who believe they are of the opposite gender than their biological reality.  A group of moms rose up to protest and the Y responded by pulling that policy, but then reinstated it, thus ignoring the serious concerns of families in their community in exchange for a tiny minority of individuals intent on pushing their self-centered agenda on the majority.  As a result, those brave moms educated and rallied other families to withdraw their YMCA membership.  As a result, the sound of children’s voices has been greatly diminished as fewer families use the Y’s facilities, preferring to protect their children from traumatic emotional and physical exposure to transgendered individuals.  We encourage you to be aware of this situation, educate others on it, and pray regarding your interaction with the YMCA.  As always, we encourage prayer, education, then respectful action on your part to protect you and your families.  Please pray for those individuals who would put their preferences above our rights to safety and privacy, that God would touch their lives in a very real way and bring them from darkness into His light.

Graham Hunt says, “For the Human Rights Commission to unilaterally make a [Washington Administrative Code] change — they’re not an elected body … They’re making decisions that widely affect the public although they’re not elected and held accountable to the public in the same fashion.”  (“Transgenders in Washington state to use restrooms based on identity, not anatomy, commission rules”;Valerie RichardsonThe Washington Times – Thursday, December 31, 2015).

CWA of Washington November Action Alert – God’s Light

“And the light shines in the darkness, and the darkness did not comprehend it.” John 1:5

I am so weary of hearing liberal/progressive/secularist/humanist spokesmen moan and warn about the necessity of banning any expression of our historically traditional Christian faith, values, holidays, etc. as well as restricting our other First Amendment and other inalienable rights!  Those spokesmen ignore all the founding documents, journals, congressional minutes, etc., then re-invent our “rights” to fit their vision of a secular, humanist, “progressive” utopia where government employees supposedly understand and  know better how we should live, what we should believe, etc.  They advocate their choices, but they deny our choice not to participate in their ungodly behaviors although they totally offend us and conflict with our pro-life worldview.  This comes from the very group that has created the cultural and moral freefall that our nation and our families are suffering from, but they continue in their campaign to obliterate our Judeo-Christian foundation and clearly Biblical traditional worldview in favor of the incremental moral and cultural destruction that we are witnessing on a daily basis.  When you push God into the closet and release morally compromised people who seek their own ways, call good bad and bad good, then even erase all symbols of God Almighty and His Son Christ Jesus from public places, the military chaplaincy, public schools, etc., what can you expect but the deviant, corrupt, self-indulgent results we are witnessing?

Freedom to choose abortion in any circumstance and at any point of a pregnancy for any reason?  Freedom to marry whomever one chooses even though that relationship cannot yield the natural balance and God-endorsed purposes?  Our children being told in public schools that they cannot pray or even mention Jesus, and worse, teachers telling our children God is a myth and failing them if they refuse to comply?  Boys demanding to use girls’ bathrooms and locker rooms and vice versa just because they choose not to identify with the gender on their birth certificates?  None of these issues stands apart from the real problem in this nation:  Moral degradation at an increasingly rapid pace, due to putting God and His Holy Bible in the closet and letting all sorts of moral depravity out!   Believers cannot pray in public?  We can’t display Christmas nativity scenes?  We cannot refuse to participate in abortion or homosexual marriages?  Military chaplains cannot pray in the name of Jesus Christ?  Crosses on churches and memorials must come down in order not to offend someone?  What about the fact that all of this offends us?  What about the First Amendment:  Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof …?

Our founders believed that freedom would not survive long in America if the people turned away from God.  Founder James Madison said in 1778 to the General Assembly of the State of Virginia:  “We have staked the whole future of American civilization, not upon the power of government, far from it.  We’ve staked the future of all our political institutions upon our capacity … to sustain ourselves according to the Ten Commandments of God.” (America’s God and Country; William J. Federer; 2000; p. 411)  John Adams warned that our Constitution was written only for a moral and religious people and without those two, human passions would rip through that document like a whale goes through a net (Ibid.; p. 10; address to the military, October 11, 1798).

Right now in Bremerton, Washington, we have a football coach suspended for exercising his freedom of religion and choice as an individual before and after a football game to simply praise God Almighty on the football field.  No student, no administrator, NO ONE is forced to participate in his individual prayer, yet this is somehow a “separation of church and state” issue?  Again, the issue is about the disintegration of our culture, the falling away from and destroying our moral and spiritual foundations and the bullying and intimidation by the very people who lecture us on tolerance!

Forty-seven Congressional members have signed a letter to the Bremerton School District  expressing their outrage about the egregious attack on Coach Kennedy’s First Amendment Right to religious liberty and the free exercise thereof.  Click here to read letter.  Yet NOT ONE Washington State Member of Congress signed that letter!  Please call Sen. Patty Murray (D-Washington) at  202-224-3441 and Sen. Maria Cantwell (D-Washington) at 202-224-2621 and your own district Representative to ask them why they are not supporting the First Amendment for all citizens; ask them to sign the aforementioned letter or send their own and to speak to this issue.   Click here to find out who your Representative is and how to contact him/her.
