Supreme Court Stays Ruling Forcing Schools to Allow Transgender Students to Use the Bathroom of Their Choice

CWALAC_MediaStatementWashington, D.C. – The Supreme Court has put on hold a Fourth Circuit Court ruling requiring a Virginia school district to accommodate a transgender high school student’s request to use the boys’ bathroom. The justices split 5-3 on the issue to temporarily lift the obligation of the Gloucester County school system to allow one of their students to use the bathroom of her choice in accordance with Obama Administration guidance. CWA CEO and President Penny Nance has this to say:

“We commend the Supreme Court for voting to stay this case and encourage them to do the right thing when the time comes to rule on the merits.

“This case is a result of yet another Obama Administration overreach. To require schools to allow students into any bathroom of their choice is an overstep on legal boundaries by redefining the scope and reach of the Civil Rights Act of 1964 and slapping the heavy hand of government on local schools.

“This would also impact the use of showers, locker rooms, school travel and more. This unwise and rash policy would favor the desires of a small group over young women with religious, cultural, and modesty concerns. The Court should not shove this unwise policy on the states.

“Schools all over this nation have rightly worked on a case-by-case basis to accommodate kids struggling with gender dysphoria. They should not be forced by big government to violate the privacy of other students and perhaps even create trauma for the very kids Obama pretends to protect. Local school districts, with the input of parents and health professionals, should be setting school policy on such a sensitive and controversial issue, not Washington.

“Finally, the left always uses children to accomplish its goals of social reengineering. The adults closest to these children should decide what’s best for all the children in the school. Safety and kindness should be the guiding principles, not threats from the bullies in Washington. We hope the Supreme Court agrees.”

Greetings once again from the state office!  We appreciate your support and involvement in CWA, whether as a prayer warrior, leader or member.  It takes all of us to continue to protect our families through prayer and action and to remind our fellow citizens of the importance of our religious heritage through God’s Holy Word.  God created the family to love and support one another.  As our Heavenly Father, He showed His love for us by sending His only begotten Son to die for us, that we may live eternally with Him.  Through Biblical faith and family, our nation has served as a light on the hill.  Let us not allow that light to be extinguished.  It is our choice to live as free men under God’s rule or to succumb to man’s tyranny.  Which choice do you make?


CWA’s national office is requesting that we take action to stop the proposed draft registration for our daughters and granddaughters.  Basically, we’re saying to the government:  “Keep your hands off our daughters!”  Click here to join this movement.

CWA of Washington June 3 Action Alert – Male and Female He Created Them

“So God created man in His own image; in the image of God He created him; male and female He created them.” (Genesis 1:27)

Dear CWA of Washington Member and Friend,

Why does that Genesis statement so anger those He has created?  It’s perfectly clear, isn’t it?  Not only is the God of the Holy Bible the Creator God, but He also created male and female humans in His image!  Mankind is meant to worship Him as our Heavenly Father, yet so many of His creation rebel against that very Truth!  As the cultural debate rages on about “gender identity” (aka how you feel and define yourself) versus biological/chromosomal fact, more and more stories are emerging for us to consider.

Our main concern about the “bathroom mandate” is described well by CWA President and CEO Penny Nance’s May 20 alert:  “Gov. Pat McCrory and North Carolina leaders are at ground zero of the fight to protect women and children. They passed a simple, commonsense law to prevent transgender men – or, more importantly, a sexual predator posing as a transgender individual – from sharing a public restroom with our daughters, mothers … and any women.”  For more articles on this issue and CWA’s response, please visit our national website.

With all the news swirling around “the bathroom law”, I thought you might appreciate reading just one of the stories about individuals taking advantage of that law in Washington state, individuals who do not identify as transgendered, but use the law to enter opposite-sex facilities for their own reasons:  Seattle Man Undresses in Women’s Locker Room at Local Pool to Test New Transgender Bathroom Rule

Finally, here is a question posted to Facebook from Tamara Scott, CWA of Iowa State Director:   “If a man assaults a woman in the restroom and she fights back – could she then get charged for a hate crime since she ‘hit’ someone identifying themselves as a transgender – at least for that moment?”


“Repeal the Bathroom Rule”, Initiative 1515, 1) repeals the “open bathroom rule” mandated by Washington’s unelected Human Rights Commission (HRC), 2) restores the rights of business owners to maintain gender specific facilities, and 3) requires public schools to maintain gender specific facilities.

As stated above, the issue is not about transgender rights, but about the rights of the majority of the population to the expectation of privacy and safety in our bathrooms and locker rooms.  Reasonable accommodations can be made to allow everyone’s privacy and safety, but the HRC ruling must first be repealed.  Please visit CWA’s website to download their brochure  Since When are Feelings > Fact?

Be sure to mail in your initiative (even with just your signature) to Just Want Privacy’s address on the back of the petition no later than July 1.  The initiative must be filed in Olympia by July 8, and we need time to count and organize them for delivery.

CWA of Washington March 5 Action Alert – Put On The Whole Armor Of God!

Dear CWA of Washington Members,


Whether we’re aware of it or not, believers must perpetually “wrestle … against the rulers of the darkness of this age …” (Ephesians 6:12).  That’s why Concerned Women for America was founded:  To equip Christians in order to reverse the moral decline in our nation through prayer, education and action.  In order to do that, Scripture tells us to put on the whole armor of God and stand in the gap for the land, keeping our eyes on Christ and not growing weary.

We need more prayer warriors to step up and form Prayer/Action Chapters, Home Teams, and pray for our state legislators!  Please prayerfully consider setting aside just one hour/month to pray with other concerned citizens in your home or church, or a few minutes to keep a Home Team informed, or fifteen minutes per week during the legislative season to write a post card and pray for a legislator.  You may return this Leadership Application by e-mail or snail mail, but please do consider what you can do, remembering that faith without action is dead (James 2:20) and that our faith is made perfect by works.  (James 2:22)


Christians around the nation are under pressure to conform to this world and to abandon their sincerely held religious convictions about marriage and abortion, as well as other issues.  In Washington, Christians are fighting against such unconstitutional and unbiblical mandates.

Please continue to pray for the Stormans whose Olympia pharmacy declines to distribute abortion-causing drugs, that their First Amendment rights to freedom of religion and the practice thereof will be upheld and that their, over ten year, battle over distributing abortifacients with the State of Washington will end in victory for religious liberty.

Barronelle Stutzman of Kennewick is still fighting for her First Amendment rights as well after declining to provide flowers for a same-sex couple’s marriage celebration.  Please pray for her strength and a positive outcome in her case.

South of us, Aaron and Melissa Klein, the Oregon bakers who were sued and fined for their refusal to participate in a same-sex wedding celebration, are appealing the conviction against them.  Pray that their case will be successful and their First Amendment rights will be restored and honored.

In all of these cases, there are other local businesses more than happy to provide the requested services, but clearly these believers have been targeted in order to make an example of them and thus bully all believers into submission and conforming to this world’s ideas about morality, thereby abandoning Biblical principles.  Let’s pray without ceasing for these individuals, their families, and their Constitutional rights to be restored to them.

TARGET Targets Women and Children:  For the first time in their 37 years, CWA is promoting a nationwide boycott, a very successful one against Target.  With Target’s decision to allow open access to their public restrooms and changing rooms, they are ignoring the common sense regulations that protect women and children.  This issue is not about bathrooms, but about a small number of Americans who want to substitute ideology for biological fact.  Join us!   Please take action:  1.) Call Target at 1-800-440-0680 and inform them of your participation in the boycott, 2.) call your local Target and inform them of your participation, 3.) sign a letter of protest to Target, 4.) find out even more things you can do by viewing the CWA’s flyer and then 5.) print and distribute it liberally.

Put “bathroom ruling” on the ballot: The organization, JUST WANT PRIVACY, has Initiative 1515 ready for distribution to allow Washington State’s citizens to stand up and speak out against an unelected group of people who have imposed their personal views on all of us.  Please consider being an active part of the effort to collect the 325,000 needed signatures to put the “bathroom ruling” by Washington’s Human Rights Commission (HRC) on the ballot next November.  This initiative will repeal that HRC ruling, restore the rights of business owners to maintain gender-specific facilities, and require public schools to maintain gender-specific facilities (bathrooms and locker rooms).  In this initiative, gender is defined as determined biologically or genetically; in other words, your use of facilities is determined by fact, not feeling.  You will find a distribution center and talking points at

CWA of Washington March 14 Action Alert – “Faith without works is dead”

Dear CWA friend,

The scripture quoted above (James 2:22) refers to the fact that, by faith, Abraham was willing to offer his son Isaac on the altar, trusting and obeying God.  That kind of faith and obedience is what we are called to as we stand in the gap before God on behalf of the land, so that He will not destroy it (Ezekiel 22:30).  God found no one to stand with Him.  Are you standing with your spiritual armor on?  Our nation needs a spiritual awakening and revival, and across America people are praying for that.  Please join CWA as we join those prayers through our local Prayer/Action Chapters and Home Teams.  Please check our state website for locations and consider starting your own if there is not a chapter or team in your community.  Just two hours per month will join all the other hours of prayer and prayer does make a difference!  At those chapter meetings, you can achieve all three of CWA’s goals:  Prayer, Education, and Action.  Leadership application is attached.  Click here to view and print application.

URGENT PRAYER NEED:  You will likely remember the Stormans’ pharmacy case.  Inside their grocery store in Olympia, they have a family-owned pharmacy.  More than ten years ago, they were targeted for harassment by pro-abortion activists.  When they refused to purchase, stock or distribute Plan B abortifacient, they were threatened, boycotted and picketed, only to have the governor pressure the Washington State Board of Pharmacy’s members to further punish the Stormans.  Because our First Amendment declares religious liberty and the free exercise thereof, the Stormans sued the state; they asked the courts to rule in righteousness according to the First Amendment Freedom of Conscience and Religion.  They won in a federal district court, then that decision was reversed by the Ninth Circuit Court.  This coming Friday, April 15, their case will have the first reading by the Supreme Court of the United States (SCOTUS) which will decide whether or not to hear their case.

Please be in prayer for the Stormans family, as well as their attorney, Kristen Waggoner, that justice will be served and their case will become a standard bearer for religious liberty for medical professionals, as well as for business owners and all American citizens.

CWA of Washington March 11 Action Alert – Do Business Until I Come!

Dear Concerned Women for America of Washington Member,

How is the morality of a nation determined?  By the president/king/queen?  By the courts?  By the legislative bodies?  By “political correctness”?  By the people?  God’s Word tells us He sought for a man “who would make a wall and stand in the gap before Me on behalf of the land” (Ezekiel 22:30) lest He destroy it.  II Chronicles 7:14 is a well-known verse about this same issue: “… if my people who are called by My name will humble themselves, and pray and seek My face, and turn from their wicked ways, then I will hear from Heaven, and will forgive their sin and heal their land.”

Here are some good words from CWA CEO and President Penny Nance (3/5/2016):  “During this time in our country’s history – with the cultural battle raging around us – it’s never been more important that the voice of conservative women be heard – loud and clear.”

That’s the heart of CWA:  To be the voice and face of Christian women and like-minded men in the United States who want to reverse the decline of moral values in our nation and see a revival of our Biblical foundations.   Psalm12:3 reminds us, “If the foundations are destroyed, what can the righteous do?”  We can pray starting today that the foundations of our nation will not be destroyed by joining with others to educate ourselves, pray and take appropriate action.  I have attached a Leadership Application for your convenience.

The last day of the scheduled 2016 Washington State Legislative session was March 10.

In spite of the fact that several brave legislators wrote bills to protect our privacy, safeguard public safety, restrict abortion through parental notification and a ban on sex-selection abortions, etc., the 2016 Legislature failed to seriously address social issues of great concern to the citizenry.


Day of Silence Walkout: This annual event is meant to stop the silencing of homosexual activists in our public schools.  Have you noticed homosexual silence?  If you are concerned, please consider letting your kids stay home on April 15 rather than have them endure more homosexual indoctrination.  In addition, check with your school’s administration to determine whether or not they support this interruption of your child’s school day.  Click here for more information on the Day of Silence Walkout.

Voters’ Registration in Your Church: If Christians don’t vote, our opposition chooses our rulers and the authorities for whom we are exhorted to pray (1Timothy 2:1-3).  It is a right and responsibility to vote in our democratic republic.  If we don’t take that right and responsibility seriously and vote for candidates of godly character, how dare we complain?  Psalm 29:2 states:  “When the righteous are in authority, the people rejoice; but when a wicked man rules, the people groan.”

In a letter to James Warren, John Adams expounded:  “(This) Form of Government … is productive of every Thing which is great and excellent among Men.  But its Principles are as easily destroyed, as human nature is corrupted … A Government is only to be supported by pure Religion or Austere Morals.  Private, and public Virtue is the only Foundation of Republics.”  And Adams was clear about which Religion provided such morals:  “The Ten Commandments and the Sermon on the Mount contain my religion …” (letter to Thomas Jefferson, dated 11/4/1816).  (Reference “John Adams” in William J. Federer’s America’s God and Country Encyclopedia of Quotations, 2000).

Prayerfully consider setting up a voters’ registration table in your church foyer.  Voter registration is non-partisan and, therefore, a legal activity within your church.

“Commit to the LORD whatever you do and your plans will succeed.”  Proverb 16:3

As a public policy organization, Concerned Women for America does not engage in partisan politics.  Instead, we apply Biblical principles to the public policies proposed or enacted by elected legislators, thus promoting and protecting those principles, then asking our members to commit to the Lord so that their actions will reflect God’s plan for His creation.  We ask you to pray first, educate others, and when God’s principles are attacked, to take respectful action to engage in the issues of the day.  Prayer is always our first priority because we need God’s protection and guidance or most, if not all of us, will fail to represent Him well.  Paul said it well in his letter to Timothy:  “Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence.”  (1 Timothy 2:1-3)

Concerning human rights commission rules on gender segregated facilities, this bill was moved to the Senate floor on 2/10 and failed by a 24:25 vote.  Let your voice be heard and contact your senator through the Hotline at 1-800-562-6000 or comment on the disappointing results at this website:

This bill did not make it out of committee by the deadline, so it is dead for this session.


NEW: SB 6612 relating to sex-selection abortions; amending RCW 9.02.110; adding a new chapter to Title 9 RCW; and prescribing penalties.

CWA supports this bill.

Preferring one sex over another for our babies is simply disregard of God’s natural order.  Given the results of China’s one-child policy and the preference for male babies, resulting in a huge imbalance of males and females and the resulting social problems, we need to affirm the natural balance of male: female and encourage people to allow that process.  It has worked well throughout human history and is verified by China’s social disaster.

This bill passed the Law & Justice Committee and is in the Senate Rules Committee for a second reading as of 2/5/16.  Please contact your legislators with your thoughtful opinions:

SB 5289 relating to requiring parental notification for abortion; adding a new section to chapter 9.02 RCW; prescribing penalties; and declaring an emergency

CWA supports this bill.

Although HB 1493 requiring parental notification didn’t meet the 2/5 deadline,  SB 5289 is in the Senate Rules Committee, so it may still move to the floor for a vote.  Please continue to pray that this bill will be passed in the Senate and move to the House for a vote.  Also, continue to contact your senators at this website:

This bill did not pass out of committee by last Friday, so it is dead for this session.

HB 1423 relating to female genital mutilation.

This bill was left in committee, so it is also dead.  If this issue concerns you, please educate others until we hear enough public outcry to stop this abuse of women and girls in our state.

This era certainly contains its share of challenges and still God’s Word is our best source of hope and encouragement:  “And let us not grow weary while doing good, for in due season we shall reap, if we do not lose heart.”  (Galatians 6:9)  Just before that verse, Paul wrote, “Do not be deceived.  God is not mocked; for whatever a man sows, that he will also reap.”  (Galatians 6:7)  If we are on God’s side and follow His principles, He will be our steadfast foundation, no matter what the world throws at us.  So, do not lose heart and let’s continue to run the race together with endurance!


There are seven bills CWA is following and many more worthy of our time, but in this short session, we’ll limit ourselves to those seven bills.

For this session, the legislative calendar sets this coming Friday, February 5, as the last day to read in-committee reports in the house of origin, except for budget or transportation issues.  Therefore, we must make our contacts immediately in order to impact the legislative process.  I urge you again to call, e-mail, or visit your three legislators.  This site gives you an easy way to do so on any bill, in addition to providing the bill’s text:  After you type in the bill number, that particular bill will show up and there is a “Comment on this bill” link to the right where you can easily contact your legislators.

HB 6443 relating to the human rights commission’s rule-making authority…

CWA of Washington supports this bill.

I have exciting news for you!  Because of your prayers and action, 700 people showed up last Wednesday for the public hearing on SB 6443 to reverse the Human Rights Commission’s ruling which obliterates our expectation of privacy and safety in gender-segregated public and private facilities.  That bill was passed out of committee (4:3) and on to the Rules Committee for a second reading, from which it can head to the floor for a vote of the whole Senate.  Your prayers and action are still needed in order to encourage your own district senator to vote in support of our protection, privacy and dignity for all of us.

HB 2589 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This bill is more comprehensive in dealing with this issue, including protection for public and private entities’ decision making re: use of their facilities and provides an exception for minor children or persons with disabilities supervised by a parent, guardian or caretaker.

This bill is in the House Committee on Judiciary and Rep. Laurie Jinkins (E-district 27) ( still refuses to hold a hearing.  Please contact her and remind her that we the people have a right to be heard, as well as House Majority Leader Frank Chopp (D-District 43) ( and urge him to overrule Jinkins so that this bill can be discussed and considered by all sides in our democratic republic.

SB 6548 relating to allowing the use of gender-segregated facilities…

CWA supports this bill.

This is the senate companion bill to HB 2589 (see above).  Introduced on 1/26/16, there was a public hearing in the Senate Committee on Law and Justice on 2/1/16.   At the time of this alert, there is no posted committee action.

In addition to our concerns about privacy, public safety and public and private facilities’ decision making processes, we believe the HRC ruling publicized an issue allows the greater likelihood of opportunists who will take advantage of this ruling to enter opposite-sex facilities as voyeurs or worse.  Prayer needed as we await the committee’s vote results.


HB 1493 and SB 5289 relating to requiring parental notification for abortion; adding a new section to chapter 9.02 RCW; prescribing penalties; and declaring an emergency

CWA supports these two bills.

HB 1493 is not moving at this point, but SB 5289 has been moved to the Senate Rules White Sheet, which is step one of three.  We need to urge our legislators to move this bill on so that it can have a public hearing.  The bill restores parental rights in the care of their minor children while providing alternatives if needed for neglect, abuse or emergencies.

HB 2294 relating to restricting public funds from being used for elective abortions…

CWA supports this bill.

From the bill, NEW SECTION. SEC. 1 (1) “the supreme court has repeatedly affirmed the constitutionality of federal and state restrictions on government funding for abortions firmly resolving the public funding issue.”  In the public interest, the legislature needs to defund elective abortions.  There is an exception for medical emergencies, but no public funds may be used to support “any organization that provides elective abortions.”

This is a conscience and/or a religious issue for many citizens; we should never be forced to fund anything that assaults either of those constitutional rights.

HB 1423 relating to female genital mutilation.

CWA supports this bill. 

The last bill I want to bring to your attention is about an intensely disturbing issue, one that has come to American shores with the increase of Muslim immigrants.  This practice (fgm) is not part of Islamic law, but rather a cultural practice by some Muslims and therefore this is not a religious freedom issue.  The agony of this practice to girls and young women all through their lives is horrifying and inhumane.  It is truly a war on women and needs to be outlawed and reported as “child abuse under chapter 26.44” and as “a class B felony.” (NEW SECTION. Sec. 1, (4) and (5).

As before, this bill has been introduced and retained in its present status, but there is no movement toward any committee.  This is a matter of the public interest as the practice grows here.  Please be in prayer about this issue and contact your three state legislators to ask that this bill be moved into committee and scheduled for a public hearing before Friday.

Even if this bill is not moved along to the next step, we need to educate others on this practice until we generate public outcry to stop it here in our state.

URGENT – Support Bill #6548

URGENT:  Plan to attend the hearing on SB 6548 ( on Monday, February 1, at 1:30 p.m. in the Senate Committee on Law and Justice.  If you are unable to attend, please contact committee members ( plus your district senator (Legislative Hotline 1-800-562-6000) and ask for support of this bill to reverse the Human Rights Committee’s ruling.  This bill provides that “Nothing in this chapter prohibits a public or private entity from limiting access to a private facility segregated by gender … to a person if the person is preoperative, nonoperative, or otherwise has genitalia of a opposite gender from that for which the facility is segregated.” (SB 6548 p. 3, l. 6-11)  This bill allows for minor children or disabled persons with caretakers to continue use of opposite-gender facilities when the guardian is of the same gender for which the facility is segregated.
