Open the Door to Credit for Religious Instruction in California Schools

Please call your state senator to support Released Time Education.

This is a great opportunity to let parents and local school districts take at least a little bit of local control over their kids’ education.

Though school boards already allow students to spend additional time on “Released Time” studies, SB 1457 (Morrell-R, Rancho Cucamonga), Released Time Education Credit, would give school boards discretion to consider certain programs for elective credit toward a student’s high school graduation.  This can include religious instruction.  

We need you to immediately urge your state senator to vote in favor of SB 1457. It is expected to be voted on some time between May 5 and 9.

Pray this bill will pass the Senate floor.  Pray specifically for Sens. Wolk, Galgiani, Glazer, Leno, Hill, Jackson and De Leon to favor this bill.  Sen. Wolk has been very hostile toward this legislation.  Pray that the Lord will soften her heart.

California Education Bill Needs Your Support, Especially of Those in the Sacramento Area

Though this is not a typical CWA issue, it is one that is very worthy of our support and that we have high hopes of winning with your help.

SB 1457, Released Time Education Credit, would enable school boards to allow students to spend additional time on “Released Time” studies.  This will, in turn, give school boards discretion to consider certain programs for elective credit toward a student’s high school graduation. This can include religious instruction.

This bill is a great opportunity to promote civility, wisdom, morality, truth, and love within a child’s education all while getting school credit.

On March 30, this bill failed to come out of the Senate Education Committee on a tie vote of 4 to 4.  The author of the bill, Sen. Mike Morrell (R-District 23), had made some amendments that should satisfy the committee and that we find acceptable.  It is expected to go back to the Education Committee as early as the end of this week or sometime next week.  Click here for the status of the bill.

The Senate Education Committee members need to hear from you!

Now one member of the committee, Sen. Richard Pan (D-District 6 Sacramento), abstained from voting on SB 1457.  Though we are happy that he didn’t vote against this good bill, we know that he has the potential to vote for it based on his voting record on somewhat similar bills.  If you live in the Sacramento area, please make an extra effort to contact him.  He could be the one to make all the difference.

Please pray for God to move the heart of all the committee members, especially Sen. Pan as He does rivers of water. “The king’s heart is like channels of water in the hand of the Lord; He turns it wherever He wishes.” ~Proverbs 21:1, NASB

Please act:

  1. Call and/or e-mail or fax each member of the Senate Education Committee.  Remind them that studies reveal that in those districts that allow this program, student academics are much higher than in districts that do not promote this program.  Also, the drop-out rate is much lower as is the suicide rate.  Receiving credit for this release time will encourage more students to take advantage of the program. A Great Ministry Opportunity Available Through CWA of California

Have you heard of or been a part of our Encourage-A-Legislator (EAL) program?  This is a fantastic program which gives the citizens of California an opportunity to pray for and encourage an assigned state legislator over the course of his/her public service in their current office.

Conservative or liberal, our legislators desperately need prayer.

“First of all, then, I urge that entreaties and prayers, petitions

and thanksgivings be made on behalf …of kings and all who are in authority,

so that we may lead a tranquil and quiet life in all godliness and dignity.” ~ 1 Timothy 1:1-2 (NASB)

“The effective, fervent prayer of a righteous man avails much.” ~James 5:16 (NKJV)

Though CWA members and friends are regularly called upon to contact their legislators concerning our core issues, the EAL program is designed to simply pray for and encourage the legislators with no mention of legislation or policy.  The goal is to simply uplift the legislator and to remind him or her that they are regularly prayed for.

Currently we are looking for an EAL Director to oversee the program.  Could that person be you?

Here’s how the program works:

  1. A person signs up to be an Encourager.
  2. A packet is then sent to them containing: a bio of their assigned legislator, 12 postcards, and suggested quotes, prayers, Bible verses that can be shared with the legislator.
  3. On the 1st day of the month the Encourager receives an email reminder to send their postcard and to pray for their legislator.

Things to consider if you want to become our new EAL Director:

  1. This commitment requires approximately 3-4 hours per month.
  2. Every month postcards are sent to the Encouragers who need their supply replenished. (CWA covers the cost of printing and postage.)  About 100 Encouragers and legislators are currently part of the program.
  3. A monthly email is sent to remind Encouragers to send their postcards plus occasional messages to inspire and inspirit them.

Pray and Take Action Concerning Obama’s Current Nominee to the U.S. Supreme Court

Greetings CWA friends,

President Obama’s recent nomination of Judge Merrick Garland to the U.S. Supreme Court requires our urgent prayer and action.  This is extremely important.  It may very well be the most significant thing we have prayed about for some time.

Prayer is our number one weapon; let’s use it!  Taking action is our second; let’s do it!

Judge Garland’s D.C. Circuit record proves that he would be a reliable fifth vote (or sixth, if you count Kennedy) for many extreme liberal priorities, like gutting the First and Second Amendment, unleashing the abortion industry (think legalizing partial-birth abortion), and helping to maintain unaccountable bureaucratic agencies like the Environmental Protection Agency (EPA) and the Internal Revenue Service (IRS).

  1. Pray that any selection or nomination President Obama makes to fill the vacancy in the Supreme Court of the United States will not be acted upon by the Senate.  Let’s pray for truth and justice in accordance with God’s will.
  2. Pray for the senators meeting with Judge Garland to be compassionate but forceful in expressing the deep concerns for our Constitutional Republic beyond the candidate himself (who has been caught in the middle of all this).
  3. Pray for Senators Boxer and Feinstein.  Pray that their efforts to support Garland will be thwarted and that they would come to the understanding of God’s love for them. Amen!


  1. Ask our U.S. Senators to not accept or vote on any nominations for the U.S. Supreme Court that are made by President Obama until after the elections and after the inauguration of the new President, whoever that may be.Though both our Senators, Barbara Boxer and Dianne Feinstein, have been vocal in their support of Judge Garland, it is still very important to contact them.  They need to know that Californian’s oppose their support of this nominee (and any future nominee) until the election is said and done.

CWA of California Encourager-A-Legislator Participants Visit the State Capitol

cookie2016Last week CWA of California Encourage-A-Legislator participants Patricia Thompson and Sandy Prosser stopped by the offices of several legislators to whom they have been personally sending encouraging postcards.  They gave them cookies and encouraged them with multiple Scriptures on peace and a poem about slowing down and resting in the Lord. While at the state capitol, they walked the halls and asked the Lord to draw the legislators to Himself and to seek His wisdom as they lead our great state.

If you are part of the Encourage-A-Legislator program, please do not grow weary in well doing.  Your words are words of life and encouragement.  They make a difference in the life of the legislator and the staffers.  Being a post card they are read by all.

CWA of California Recommends: Franklin Graham’s Decision America Event – March 31

No Matter Who is President, Jesus is King.

Just thought I’d shoot a little perspective your way … and mine.  I saw a quote on a meme on Facebook during the last election, “No matter who is president, Jesus is King.” and my soul shouted a hearty, “Amen!” because elections can sure be depressing.  When the results of the last presidential election were final, I sat on the couch in my living room stunned.  Anyone else?  I felt like I had just been run over by a truck.  I was so grieved that I couldn’t sleep.  I just stayed on the couch all night in disbelief.

Maybe that’s just me because I have a curious obsession with the direction of our nation.  But, I have a feeling I am not alone in my grave concern for the well-being and endurance of the America our founders risked life, fortune, and sacred honor to secure.

If you have followed CWA for long, you know that we are all about prayer and action.  That is why CWA of California supports Franklin Graham’s Decision America Tour, and why we encourage you to rally with him at the State Capitol in Sacramento, or on your knees wherever you may be in prayer for this election, this nation, and the church on March 31, 2016.
